Initiates and adopts ordinances, makes appropriations, adopts annual balanced budget, adopts an administrative code, approves Executive appointments, conducts investigations of County Departments, accepts grants,gifts or donations on behalf of County, may modify or eliminate departments,agencies or functions that no longer serve citizens.Term: 4 YearsSalary: County Council is a part-time position. Members of County Council do not receive a salary, or funding for an office or staff. Instead they receive a stipend of about $11,000.

Occupation Retired Municipal/Township Manager
Qualifications for office 41 years of municipal government executive level management experience in Allegheny County, 37.5 of which as the Township Manager of Hampton Township.
Education Bachelor of Arts Degree in Urban Studies and Geography with a Masters Degree in Public Administration from the University of Pittsburgh.

1. Commonsense Fiscal Management and Responsible Taxation. With over 40 years experience in municipal government management, I believe that I am uniquely qualified to work with the appropriate individuals to better find efficiencies in County operations. An effort to increase transparency is also needed so that taxpayer understand where their tax money is being spent 2. Property Assessment Reform. Allegheny County uses a "Base Year" methodology to set real estate property assessed values. There are other methodologies that can be used and that should be explored before a new county wide property assessment is undertaken. 3. Public Safety and First Responder Needs. Several VFD's & EMS services in the County need help - funding + personnel.

I believe building and environment of respect and trust for all involved is the key to a successfully managed municipal operation. One of the best ways to accomplish this goal is through a strategic planning process where ALL key stakeholders (the Chief Exec., Councilmember, the County Manager and Dept. Heads) can share why they ran for office, or why they work for the County, and what they wish to accomplish while in the position they are in. From such an endeavor maybe not everyone gets what they want but all involved develop an understanding of each others concerns and/or desires.
