City of Euless Proposition Q
Franchises and Public Utilities -Shall Article XI of the Euless Home Rule Charter be amended to revise the requirements for approval of franchises and adopt specific requirements for the utilization of public right of way in the City by public utilities and by licensees and permittees approved by the City Council, and confirm that the right of the City to control the use of streets, highways, sidewalks, alleys, parks, public squares, and public places of the City is inalienable and subject only to valid limitations imposed by the Constitution and laws of the State of Texas?----------Franquicias y servicios públicos -¿Debe modificarse el Artículo XI de la Carta de Autonomía de Euless para revisar los requisitos para la aprobación de franquicias y adoptar requisitos específicos para la utilización del derecho de paso público en la Ciudad por servicios públicos y por licenciatarios y permisionarios aprobados por el Consejo Municipal, y confirmar que el derecho de la Ciudad de controlar el uso de calles, carreteras, aceras, callejones, parques, plazas públicas y lugares públicos de la Ciudad es inalienable y sujeto solo a las limitaciones válidas impuestas por la Constitución y las leyes del Estado de Texas?----------Quyền sử dụng cho mục đích thương mại và tiện ích công cộng -Điều XI của Hiến chương Tự quản Thành phố Euless có nên được sửa đổi để điều chỉnh yêu cầu phê duyệt quyền sử dụng cho mục đích thương mại và thông qua các yêu cầu cụ thể đối với việc sử dụng đường công cộng trong Thành phố bởi các tiện ích công cộng và bởi các bên được cấp phép và cho phép do Hội đồng Thành phố phê duyệt, đồng thời xác nhận rằng Thành phố có quyền không thể chuyển nhượng trong việc kiểm soát hoạt động sử dụng đường phố, đường cao tốc, vỉa hè, ngõ hẻm, công viên, quảng trường công cộng và các địa điểm công cộng của Thành phố và quyền này chỉ chịu sự hạn chế hợp lệ theo Hiến pháp và luật của Tiểu Bang Texas quy định không?
