QUESTION: Should the City Council of the City of Lake Mills authorize the borrowing and expenditure of up to $2,500,000.00 for the construction and associated development expenses of an addition and renovation of the L.D. Fargo Public Library at 120 East Madison Street in the City of Lake Mills?
