The Town of Rural Hall operates under the Manager / Council form of Government.The Town Council consists of the Mayor and four Council Members.The Mayor is elected at-large in partisan elections for a two-year term.The four Town Council Members are elected at-large in partisan elections for staggered four-year terms.The Mayor is the chief executive officer of a city, town or village. The Mayor is recognized as the official head of the governing board for ceremonial purposes and for the service of civil process (civil law related). Mayors are specifically responsible for:Presiding over Council/Board meetingsBreaking a tie vote in the Council/Board if the mayor is elected directly by the electorate. (This does not apply if the mayor was selected from within the Council/Board by its members).Filing revised maps of annexed property and a copy of the certified ordinance with the county office of the register of deeds and the Secretary of StateAny other specific duties conferred by the local city, town or village charter.
