City of Delaware Proposed Charter Amendments A majority affirmative vote is necessary for passage. The proposed Charter amendments revise Sections 5, 9, 12, 15, 21, 26, 45, 46, 59, 73, 74, 75, 77, 78, 84, 104, 105, and 108. The proposed amendments include changes that would create consistency within the Charter of the manner of publication requirements, would clarify how intergovernmental agreements and zero-dollar contracts are handled, would accommodate the potential impact of election recounts on the effective date of City Council persons terms, change the method by which compensation of City Council persons is determined, would clarify the requirement of the City Manager to reside in the City of Delaware, implement a requirement of a qualifications-based process for professional design services, and would give final approval authority of the Planning Commission to approve or deny plats. Shall the proposed Charter amendments, as reported by the Charter Review Commission and approved by Council of the City of Delaware, be adopted?
