HHI Public Service District 2

The Hilton Head Public Service District (PSD) is a special purpose district created to provide water and sewer services to Hilton Head. Hilton Head Public Service District s mission is to: Provide high quality drinking water, wastewater treatment and recycled water services to present and future customers;Deliver those services in a cost-effective, equitable, sustainable and timely manner;Maintain sensitivity to the water and recycled water needs of the community;Contribute to the improvement of public health and the environment; andServe as a platform for enabling economic development.The commissioners are elected to four-year terms during general election cycles, from seven single-member voting districts within the PSD service area. The Commission’s duties include setting the policies and long-term goals of the PSD, and approving the annual operating budget and PSD property tax rate. The Commission also selects and employs the PSD’s general manager.

Why do you want to serve with the Public Service District, and what skills and experiences qualify you to be a Commissioner?

What are the most pressing challenges facing the Public Service District, and how would you address them?

How should we balance the increased demand on our water and sewer systems, including the need to replace aging infrastructure, without continuously raising rates on residents? For what funding purposes would you favor regular rate increases?

I have been one of seven of HHPSD's Commissioners since 2020 and its Treasurer sine 2021. I bring over 45 years of finance and development experience to the position. With all of the new construction projects: a new ASR well, expansion of the RO facility, as well as the issues surrounding the new Hilton Head 278 Bridge, I bring continuity as well as the knowledge necessary to keep the District moving forward.
The most pressing challenges are keeping customer water/sewer rates low in the face of increasing project costs, wages and rising operating costs.
We currently have multiple projects underway in the next few years to reduce our reliance on purchased water from Beaufort Jasper Water District. Purchased water is at a much higher cost than our locally sourced water. I favor rate increases only when they go to reduce our reliance on outside water sources and keeping our system operating at peak efficiency.

Education and Experience BS Indiana University - 48 years of business experience that includes President of ACCUCAST, INC. and Managing Director of CAPITAL PARTNRES LTD. , a consulting firm in management, financial and operating issues as well as turnaround and business recovery.
To represent the all homeowners in District 2 and address any concerns they may have regarding their water quality and sewer service provided from the PSD. My past business experience could be a support to the rest of the PDF team as well as the other six PDF district commissioners when reviewing the annual budget, project bids infrastructure analysis and addressing and reviewing any rate increase request put before the commission as to the fairness, financial need and impact on the PSD as a whole.
Purchasing of water from outside sources. Infrastructure additions as well as current infrastructure maintenance and operating costs containment.
Above all PSD must keep the water supply and sewer service in check to balance the service to all customers in terms of safe drinking water and environmentally safe planning in regards to all current infrastructure and any additional planned new infrastructure to accommodate new projects. In addition, I am NOT a proponent of regular rate increases unless it is absolutely necessary to keep the PSD at optimum operating status and associated costs as well as the maintenance requirements on current and/or new infrastructure to handle anticipated any new development sanctioned by the Town of Hilton Head, i.e. the new bridge and corridor projects.
