Jackson Soil and Water Conservation District Director Zone 3
There are 45 Soil and Water Conservation Districts (SWCDs) in Oregon. SWCDs were created during the Dust Bowl to promote and assist in voluntary natural resource conservation, with a focus on agricultural and forest lands. Directors of SWCDs are elected but not paid; the Districts usually have a paid manager and sometimes a staff. Board meetings are open to the public.To qualify for this position, candidates must reside within the district; if the directors are selected by zone, the candidates must live within the zone. They must be registered voters. In counties with fewer than 250,000 population, candidates must also own or manage at least 10 acres within the district, and have an interest in natural resource conservation as evidenced by having served at least 1 year as a director or associate director and having a conservation plan approved by the district. Counties exempt from this additional requirement are Clackamas, Lane (Upper Willamette and Siuslaw SWCDs), Marion, Washington (Tualatin SWCD), and Multnomah (East Multnomah and West Multnomah SWCDs).Term: 4 years. This is a nonpartisan position.

Water quality: Stream/river cleanup; add cooling wood mass to water for fish habitat; convert agricultural irrigation to efficient drip where feasible; graze stock away from waterways; educate farmers about pesticide and manure depositing toxic materials in waterways.
Fire/Preparation for Wildfire: Educate and assist land & homeowners with the Home Ignition Zone preparation, tree/vegetation thinning, prescribed burns, invasive weed removal.
Increase partnerships with natural resource agencies and non-governmental organizations, for financial leverage, while educating students about natural resource issues and solutions.
Natural resources outreach with public events and presence; employees out in the field; staff and Board members attending events; teaching school age children resource awareness.
Current & future groundwater availability; uneven water rights & eroding mining-era pipelines contribute to users further downstream getting little or no water. With increasing drought, irrigation districts cut off water earlier. Urge conversion of agricultural watering from flood to water-conserving drip irrigation. Proper waterways temperatures and purity for fish use require pollution reduction by agricultural users grazing stock & toxic cropland fertilizer and pesticide runoff. Use District technical assistance, grants, and demonstration projects to educate farmers on conserving irrigation; distribute info on water conservation (lawns, showering, efficient garden watering in urban areas).
