Gentrification. Keeping our local families from leaving Bahama Village. It is one of the last real neighborhoods in Key West. Keeping our neighborhood safe, protecting the quality of life of our residents and our environment. The District is in old town, original limestone rock and we want to keep this area from being too over built to avoid flooding from increased impervious surfaces. Keeping Duval Street on Duval Street. Keeping our neighborhood a neighborhood.
Quality of life experiences. Water Quality issues. Emergency and Hurricane Evacuation Safety for Locals and Tourists. Keeping Tourism out of residential neighborhoods. Safer cleaner environment, including sidewalks and streets. Creating an effective and enforceable noise orinance; one that tourists can enjoy live and amplified music and entertainment, but that protects our locals ability to have quiet enjoyment of their homes.
The improvements useful life vs. length of loan. Other forms of funding that may be available for these types of projects. Does the City need $300 million in debt. Will the City be paying the 30 year bonds as long as 45 yrs. Can the City finance these projects without a general obligation municipal bond. Is it a good idea to ask for an amnt that is far in excess of what is required or without knowing exactly what is, in fact required. Should you bond a specific project and not finance a line of credit. Does the City have a written capital projects plan. What are the Best Practices for Government Finance Policy. Is it generally better to have a bond specific to one project for more fiscal responsibility; each project standing on its own for funding, accountability and transparency issues. MLK Pool is an historic site in Key West and has many memories and attachments to the locals . Bayview Park is one of few green spaces left in KW. Renovations done in a truly “Green” manner.
