The City Council is Winchester s governing body. Council members are elected from specific districts and serve four-year terms. The winner of this Primary Election will be the Republican Nominee for the First Ward on the November Election ballot. The Democratic Party did not ask for a primary to choose their nominee for this race. Additionally, no Primary was requested from either Party for the other City Council Wards (Second, Third, Fourth). Virginia is an open primary state, meaning that voters do not register by political party. Any registered voter is eligible to vote in any primary election.
