HCAD Director, At-Large, Position 2

The Harris Central Appraisal District is a political subdivision of the State of Texas established in 1980 for the purpose of discovering and appraising property for ad valorem tax purposes for each taxing unit within the boundaries of the district. The district has approximately 1.8 million parcels of property to assess each year with a total market value of approximately $575 billion. The appraisal district in Harris County is the largest in Texas, serving approximately 500 taxing units, and one of the largest appraisal districts in the United States.With the Texas Legislature’s recent enactment of Senate Bill 2 and the passage of Proposition 4 in the November 2023 election, the board of directors for appraisal districts in a county with a population of more than 75,000 will expand to include three at-large public members in addition to the county tax assessor/collector and five directors selected by the governing bodies of the county, cities and the school and community college districts. The newly elected directors will take office on July 1 and serve a term that expires on December 31, 2026. Service on the appraisal district board of directors is an unpaid position.

I am a small business owner, professor of entrepreneurship, and have prior experience on public and private boards including as a Trustee of Lone Star College. I have extensive experience working with diverse points of view to build consensus in the interests of taxpayers and citizens. I was born and raised in Harris County and now raise my two children here with my wife. I earned a BA is from UT-Austin, PhD from the University of Houston, and MBA from Rice University.
Creating an arbitration process where property owners are respected and given fair consideration when presenting their case before the Appraisal Review Board. Creating a more predictable and transparent valuation process so taxpayers can anticipate the value of their property year-to-year.
