The City of Shenandoah is a General Law city. The city is governed by an elected city council with six members - five council members and a mayor. The council members share a common goal of achieving the best interests of the city and its residents and businesses. The City Council's responsibilities include: adopting the annual budget, levying taxes, enacting local legislation, setting policies, and future development of the city. Term: Two (2) years

I’ve been a resident of Shenandoah for 9 years and Montgomery County for 22 and served 14 years as President of The Woodlands Township, formerly the Town Center Improvement District (TCID) of Montgomery County and managed the development of the Marriott Hotel/Convention Center and the Market Street projects. I'm Married to my wife, Lisa: 37 years. We are members of The Woodlands Methodist Church
40 years of experience in public service: Law Enforcement; Economic Development; Strategic Planning; and City Management. I'm completing my first term as a Shenandoah City Council Member. My experience led the city to adopt a new park master plan allowing Shenandoah to apply for State Park grants and also create the Tourism Advisory Council to manage the proper use of hotel/motel tax.

Maintaining Excellent Police Services Action Items: --Keep the city's police department under local control and reject any attempt to contract police services to another agency. --Keep police pay competitive. 2. Finish the extension of David Memorial to SH242 Action Items: --Partnerships with Montgomery County and the City of Conroe
The city is in a very good emergency response position, but there is always room for improvement 1. Planning for replacement of outdated communications equipment 2. Advanced emergency response training for city staff including practice drills 3. Continue the city's strong maintenance program on drainage systems 4. Advanced training for public works personnel.
My communication preferences are community meetings, and face-to-face exchanges of ideas. I have the time to meet with residents, local community leaders and business owners. I will also continue representing the city by attending meetings with County and State officials, the Texas Municipal League and the Houston/Galveston Area Council of Government (H-GAC).

I am David Teague, a proud 35-year resident of Shenandoah Valley. I am a Christian, a husband, proud father, grandfather, neighbor, practical joker, and mediocre golfer—not a politician. As a commercial project manager, I oversee small to large projects with real-world accountability and data driven results. I am running to bring that same practical approach to Shenandoah City Council.
Anyone meeting Texas requirements has the right to run, I am offering voters a real choice. With over 31 years as a commercial project manager, I have led teams to success through scope control, budget oversight, complex scheduling, practical problem-solving, and stakeholder collaboration. I bring proven integrity, common-sense leadership, and real accountability—no politics, just results.
Integrity & Accountability. Too many decisions benefit outsiders instead of us. I support full transparency: live streams of all city meetings and communication that puts residents first. Growth vs Planning. Growth increases traffic, crime, infrastructure strain, and costs. Is bigger better? I will focus on long term planning to analyze true long-term impacts. No high rises without resident input.
Update and deliver the city Emergency Guide to all residents. Replace prior system references with current alert system. Improve website access to Emergency Management page with links to alerts, guides, and resources. Promote sign-ups at all city events. Provide a cooling center during high heat/power outages for relief and device charging. These low-cost steps keep residents informed and safe.
I will advocate for more town hall meetings run professionally and openly. Ensure all city meetings are fully live streamed online. Enhance communication via social media, timely meeting summaries, and online surveys for resident feedback. Coordinate with county officials and businesses to align priorities. Bringing back popular community events like Adult Night at the pool to build connection.
