The members of a City Council supervise the city departments, either directly or through a city manager or administrator. City Councilors pass laws, set policy, decide which services will be provided, and develop budgets; they negotiate work contracts and make hiring and firing decisions. An elective city officer must be a qualified elector under the state constitution who has resided in the city for at least 1 year before being elected.Eugene City Councilors are elected by districts known as wards. They serve for a four-year term and are elected on a nonpartisan basis.

Homelessness, housing, economy, safety, environment.

Homelessness: Create more spaces for the unhoused, better access to services for mental health and addiction, balance compassion with accountability.

Housing: Build on policies that promote housing development, simplify permitting process and reduce fees.

Economy: Provide more support for existing business while attracting new business and jobs.

Safety: Continue work on property crimes and behavioral problems, broaden use of restorative justice, enhance physical infrastructure to promote safe spaces & safer streets, enhance vegetation reduction and wildfire risk, continue innovating EMS.

Environment: Continue work to address dioxin contamination in west Eugene, progress CAP 2.0,
I am patient, balanced and bring over 40 years of local government experience.

Prior to being elected to the city council I served on the budget committee, worked as an emergency services consultant, and completed almost 37 years as a local firefighter. As Fire Chief we innovated our ambulance transport system, I led the Eugene Springfield Fire merger, and in my last year of service I became the voice of the Oregon Fire Service in the implementation of Government Emergency Medical Transport (GEMT) which brought in over $5 million in additional funding last year to our cash strapped ambulance transport system.

During my first term as a city councilor I have been effective and very responsive to my constituents and community.
I will continue to push for robust community engagement and work with staff to find better ways to communicate and explain public issues and finances. I will also continue to push for better communications on City actions and work to promote better governance in our community, and work to improve community access to meetings and public comment opportunities.

Finally, I will continue to be accessible and responsive.

Finally, I will support measures to refer more matters to a public vote during General Election processes which place more decision making into the hands of the public. Referrals are much more cost effective during a general election as opposed to a special election where the City absorbs the full cost of the voting process.
