DUTIES: The five-member Board of County Council Members and the County Executive make up the governing body of Cecil County. Council responsibilities include confirming appointments made by the County Executive for individuals to head each principal operating department and individuals to serve on boards, commissioners or committees; enacting the annual Budget and Appropriations Ordinance, levy the amount of taxes required by the budget and approving budget amendments.DUTIES: The five-member Board of County Council Members and the County Executive make up the governing body of Cecil County. Terms are staggered, so that Districts 2, 3 and 4 are elected in Gubernatorial Elections, and Districts 1 and 5 in Presidential Elections.

I was an elected school board member for 8 years, 5 as President. I ran my own small business for 15 years. I have been in the finance industry for 30 years. Proven track record of leadership and sound decision making. I have a masters degree in business leadership.
County government should help with every residents needs, including housing. Resources should be available to guide residents in their search for affordable housing which needs to be available.
The development of our county cannot be done with blinders on. If more houses are built, the infrastructure needs to be ready to handle it. Schools, emergency services, and police departments cannot handle large scale developments. The wastewater treatment plant and the landfill are close to capacity. Proper planning now avoids problems later.

Job growth will also occur through proper planning. To help our residents, job growth in the trades and professional sectors need to be made available.
The county must have resources in place for both prevention and rehabilitation for drug and alcohol abuse. Services and providers help after the abuse has taken place but proper education and training can stop the problem before it begins.
Long term strategic plan - we must have a 3, 5, and 10 year plan that addresses our needs and priorities. This must be evaluated for successes and challenges after each time period. Proper planning let's all county government agencies and services understand how their needs will be met and when. Adequate funding of public schools and public safety. Stop underfunding both and exporting our talent. Address the the growing needs of our infrastructure. We need to keep up with these needs as well.
