DUTIES: Baltimore City has a strong mayor form of government. The mayor s power is derived from several sources:The Mayor s Office, as part of the Executive Branch, is responsible for administering the laws and providing municipal services and functions.The mayor makes hundreds of appointments, including the heads of most city agencies.The mayor may veto bills passed by the city council and a three-fourths vote of the city council is necessary to override the veto.The mayor appoints two of the five members of the Board of Estimates. (The Board of Estimates is responsible for developing and executing the fiscal policy of the city. Each year it submits an annual budget called the Ordinance of Estimates to the City Council).ANNUAL SALARY: $204,040 as of 2023TERM: 4 year term. Limited to two terms.HOW ELECTED: Citywide.

My crime plan centers on combating human trafficking, a hub for various crimes. I'll support Baltimore City's sheriff's department to intensify efforts. This entails bolstering resources for investigation, prosecution, and victim support. Additionally, I'll implement prevention and education initiatives to raise awareness. Together, we'll make Baltimore safer by targeting human trafficking and its criminal networks.
Returning schools to government control ensures adequate funding and establishes benchmarks for learning progress. I'll address school maintenance issues by implementing sustainable solutions. By taking these steps, we'll enhance educational quality and provide a conducive environment for students to thrive
I'll establish a stipend fund to incentivize community members to prioritize their health through rehabilitation, mental health, and physical wellness initiatives. Additionally, I'll enhance healthcare accessibility by updating sensor technology and elevating the value of doctorate degrees. Together, we'll promote holistic well-being and empower individuals to pursue healthier lifestyles.
As a board member of Direct Energy in Maryland, I am committed to bolstering our resilience initiatives by proposing the installation of solar panels on vacant lots. Over fifty years of extremely diverse employment experiences encompassing military service, local and federal governments; and small business owner, I feel quite confident that my professional background and expertise is adequate to manage the City of Baltimore. I have additionally been very involved with numerous volunteer community and non-profit organizations.
In addition to adhering to the maximum extent possible law enforcement policies, the Scoggins administration will promote devising preventative crime measures and aggressively engage youth in extracurricular activities and implement parent training for those needing this assistance.
Public education would continue being funded in accordance with present practices. In terms of assuring the quality and structural maintenance of school buildings, these properties will undergo continued inspections. After an analysis, any facilities determined not feasible to maintain will be deposed within an appropriate manner, through sale or retrofitted for another use.
Individuals discovered having health issues will be encouraged to seek medical attention. Anyone without the means to maintain their health will be provided the necessary financial assistance.
The city through the responsible government unit will implement any measures necessary to ensure that it maintains acceptable environment sustainability practices.
The Scoggins administration will aggressively implement policies that identify city and privately owned blighted properties. Any determined not feasible to rehabilitate will be placed inside and managed by a land bank established to maintain and dispose of these properties. The intent is to assemble properties viable to rehabilitate and vacant parcels suitable for future development.

I have 15+ years of experience with policy analysis with community implications, issue-specific policy advocacy combined with successful strategy and management. I got involved in politics to fight for my children's education. I know for a fact one of the best paths out of poverty is a good education. After success for our children, I continued to advocate for those in need. I have had the opportunity to consult on state and be a part of HUD Thought Leaders Roundtable for urban solutions.
We need a mayor w/o ethics issues to change the spirit of lawlessness. We must get to the root of the problem then: 1. Require the Baltimore City Police Department to undergo a full certification and accreditation process. 2. Institute a grid block plan for the city. 3. Institute community policing satellites in community centers around the city and a city-wide restorative justice initiative with all stakeholders at the table with accountability for lawbreakers and leaders.
As Mayor, I would be required to put money into the schools, but they would not get a dime without a performance audit. We cannot continue to put more money into the school system so it can be wasted. Our children deserve a quality public education. We first would need to evaluate what we are spending on and whether it is working or not. 1. Analysis of problems 2. Design for addressing the problem 3. Develop strategy 4. Implement the strategy with regular assessments of outcomes and measures.
We have had a long-standing problem in the city with inequity regarding the city’s culpability in the detrimental determinants of health and general well-being in our city. We must address issues of lead, food insecurity and the impact of trauma at a minimum. The folks that live here are the heartbeat of the city and our leadership is failing to care for that heart. As Mayor, I will ensure the Health Department is properly resourced with increased assistance from our state, federal partners.
As mayor, I will work to make Baltimore clean, green and livable for every zip code in the city. I will start with city hall and require agencies to adopt sustainable policies and require DPW to fully implement a zero-waste plan. I will then address the environment, climate justice, and the climate crisis locally, including not only reducing/ eliminating greenhouse gas emissions within the city but also protecting the people and infrastructure from the environmental impact.
All residents deserve access to safe, family-friendly affordable housing. As mayor, I will re-allocate resources to the Housing Department’s low-income home rehab programs and fully fund the Affordable Housing Trust Fund. We would get our abandoned properties back on the books using a Habit for Humanity low-income homeownership model. By doing this we are removing blight, creating jobs and increasing a sense of pride and ownership in our communities through redevelopment without gentrification.
