DUTIES: Baltimore’s law-making body is the 15-member City Council. The 15th member, the city council president, is elected city-wide. The primary responsibilities of the city council are to: Enact ordinances (laws) and resolutions of the city,Review and enact the annual Ordinance of Estimates (Operating and Capital Budgets),Enact revenue ordinances necessary to meet the anticipated expenses of the budget.SALARY: $78,577 as of 2023TERM: 4 yearsHOW ELECTED: Baltimore City is divided into 14 council districts. The voters of each district elect one member to the city council. In execution of their responsibilities, City Council members represent their district’s interests and serve their constituents as advocates with city government agencies.

Background: What in your background and experience qualifies you to be a member of the Baltimore City Council?

Crime: What specific plans would you propose to reduce homicides, violent crime, theft and vandalism in Baltimore?

Education: How would you fund public education in Baltimore, while assuring the quality and ongoing structural maintenance of school buildings?

Health: What strategies do you have to address continued health disparities in Baltimore? What will you do to make sure that the Health Department has the resources it needs to serve all residents?

Climate and Environment As we face climate change and sea level rise, what would be your priorities to increase sustainable practices by the city and to increase the city’s resilience?

As a Native Baltimorean, Mother of 2 adult children, former Neighborhood Association Vice President, Retired Law Enforcement Officer Corporal, and Entrepreneur with 2 programs in the Baltimore City Public School System, I have had the privilege to experience Baltimore on multiple levels. I had the opportunity to sit on Former Mayor Catherine Pugh’s Women’s Commission for Youth. While on this Commission I had the opportunity to have conversations and input change in the youth community.
Laws that govern our youth have to be changed at arrest. From arrest guardians contacted to come to booking to speak with a worker with Family Preservation Unit. They will determine where the need is, have courts ordering families into therapy, holding both custodians responsible for damages. Offering parents the opportunity to get job training while giving them a safe place to leave their children. Give any parent the opportunity to get services for their child.
School Fund already has a system, but it's not being utilized correctly. The checks & balances of the money need to have documented receipts, and quarterly meetings on the books to ensure they are being kept correctly. The monies from gambling, lottery, etc should be kept separately to ensure that all of the funds can be monitored individually. There should be one person assigned per account to oversee the checks and balances of these monies.
Everything starts with informing the community. Neighborhood Association Boards are intriquette in getting information out to the community. More associations have to inform residence they exist. BCHD needs one database that gives them access to HDs statewide. They need more employees & better pay, outreach vehicles for hard-to-reach areas, community sub-stations where STD testing, Mental Health services, and community nursing care, more school full-time nurses with resources.
Starting with shutting down the incenrator, and moving towards composting our garbage and going green. We need to start training our babies the importance on composting so that it becomes a normalcy for generations to come. Ensure that the 2025 budget includes monies for electric vehicles(trash, recycling, buses, etc). Train businesses the importance of recycling, teach them how to compost, Green Grants to help business purchase equipment for composting/recycling, new laws requiring composting.
There are many vacant houses in Baltimore City the need to be address. I am in agreement with BCDH&CD Inclusionary Housing law. Hold owners of these properties financially liable. If owned by the city, put a program together that will assist purchase & rehab of properties, vet home owners to ensure they are capable of maintaining the properties. Introduce legislation that will cap prices of homes(new/old) to make reasonable for lower income families.
I don’t see a plus to reducing the size of the Council. I reside in the area where the City Coucil Vice President also holds the position of 6th District City Council Member. This recipe has lead to the district being underserved and angry. The position of Council person, if being done correctly, should keep the person busy, and there presence will be felt in the community they serve.

Firstly, my dedicated, trusted, and continued leadership, experience, and service as the present Councilwoman of the 6th District and 2 term Vice President of the Council has proven to be successful. I remain dedicated to collaborating with All residents, businesses, faith-based and nonprofits of District 6 to enhance their quality of life. I continue to care & secure major redevelopment and revitalization projects in the District as well as introduce and support important legislation.
The crime fighting proposals I continue to advocate and support are enhanced public safety grants for foot patrol, bike patrol, community policing, and violent crime initiatives. Relationship building with youth through groups like We Our Us that actual meet our youth where they are, and has been successful. Their headquarter site is located in District 6 at Langston Hughes Community , Business, and Resource Center. With Mentoring, jobs, mental health, etc. continues to serve the community.
I support the Blueprint for MD Future Schools. The Blueprint increases educational funding each year for Baltimore City. Community schools are being enhanced and built and developed through partnerships. Resources, mentorships, technology, mental health services, and other wraparound services are being provided for many teachers, families and students. It's a State strategic plan that will continue to guide direction, especially for our underserved population. Transparency in spending.
Strategies include: taking action and advocating on the social determinants, raising awareness through education and health literacy, to address health equity issues, providing resources for mental health, jobs, etc. , partnerships/ engagement with community group , local leaders, and support legislation. For the health dept. to serve residents, partnering with organizations, tracking results, advocate for apprenticeships/internships, etc.are needed.
Education and Proper communication...City agencies such as Transportation- increased improved public sustainable solutions, like using electric cars, bikes, and promoting other non- pollution practices. DPW- increased improved recycling, reuse and reduce practices. Healthy diet practices. Buy Local and seasonal for methods. Plant a tree! Avoid fire hazard products. Promote renewable energy.
Strong partnerships have already been formed and continue in District 6. Park Heights is being redeveloped and revitalized . Housing for our Older Adult population is being addressed. Pushing affordable / market rate homeownership. Home repair grants, etc. are available. 1st Transit-oriented apartment complex is being built near lite rail station. Community land trust conversations are taking place. Education and all forms of communication continues. Also, addressing homelessness.
Its said that downsizing is cost effective financially for city government.

But I believe differently. Representation is based on district size and by population density. A council member would have more residents to consider and loose focus on areas. It would mean, less staff as well. Service would be weaker and overwhelming. Effectiveness and efficiency is important. The present structure is more beneficial for service to the people.
