The government of the City and all the powers thereof, except as otherwise provided by this Charter or State law, shall be vested in a council consisting of a mayor and six councilmen. The Mayor and Council shall have the power and authority to adopt such ordinances and resolutions as it shall deem proper in the exercise of its power.The Mayor serves a 2 year term.
