I would be honored to continue serving as Parker's mayor. We have accomplished much but have many challenges to positively resolve to keep Parker Uniquely Country going into the future. I have worked with all of our neighboring cities with whom we have mutual aid agreements to enhance our services for our residents. I have worked with developers to have them develop property to Parker's standards to keep us with that country atmosphere we so enjoy. I have worked many hours with residents to resolve issues they face within Parker and in areas adjacent to our city. I believe that we can meet these challenges working together to make Parker the best it can be.
I expect the city to hit build out which will bring challenges to funding our city. I also expect several infrastructure projects will need to be addressed such as new facilities. We need to plan for these by determining how we wish to proceed and how to fund these projects while remaining financially stable.

The most urgent infrastructure projects in our city is our municipal complex and our water building. The municipal complex includes a new city hall, police station and Council chambers. The water building next to the second pump station will house the water workers and also have storage for equipment so it does not sit out in the weather. Primary funding for these will need to be by bond approved by the residents, once the buildings are determined to be proper to meet the needs of our city.
The biggest change I feel that is needed is that the Central Appraisal District needs to quit raising property evaluations by 10% annually. While the city lowers its tax rate, residents are paying more due to the raised property values. Also, the cost of water is significant and all aspects need to be considered to determine if these can be lowered.
Parker is financially stable. We budget for future items by prefunding categories. For example, we put $300,000 in drainage annually and if we do not use it, it rolls to the following year. We do this for roads and streets, technology, vehicles and so on. This allows us to have funds available when needed. We also keep a year of operating costs in reserve for emergencies.
Parker is a large lot, open spaces country atmosphere and we work very hard to keep to our standards of 2 acre lots within our city. However, when a developer wants to build outside our city limits in ETJ land or county land, we try to work with that developer to have the development to meet Parker standards or as close to it as possible. The legislature is limiting what cities can do on lot size which is difficult for us.
The city of Parker works with Collin County on grants for parks and roads and other items, and hopes to be more aggressive in this going forward. We work with our state representatives on our legislative needs and let them know of what legislation would benefit our city or that which we do not feel is good for Parker.
City Council is new and learning. We have 1 person with 2 years experience, 3 with 1 years experience and 1 with 9 months experience. Our city attorney has 2 years with us and our city administrator has about 5 months experience with Parker. I, as mayor, am the only person who has been involved with the city for over 5 years and have the knowledge and experience to run the city. There are few procedures in writing and I am trying to get a procedural manual written so there are written guidelines to be followed.
