A top-tier, adequately funded public education system is crucial for enabling every child to achieve their utmost potential. Texas currently falls within the lowest 10 states for per-student funding. Prioritizing investment in public schools every legislative session is vital. There should be a commitment to an equitable school finance system that ensures Texas students are funded at, or preferably above, the national average. In fact, Texas should aim to cover at least 50% of this funding to guarantee a robust educational foundation for all its students. I oppose vouchers/ESAs.
As the Chairman of the Texas Sunset Advisory Commission, I have worked to improve the efficiency and effectiveness of state agencies. I do not believe that just throwing money at a problem is the solution. An equitable balance of agency reforms, funding, experienced caseworkers and fair salaries—is a great start to retaining top tier talent and recruiting more caseworkers. We must stabilize the agencies with quality leadership from the top down and provide the best quality of care to keep children out of the system.

I authored and passed House Bill 1500 in 2023 which made sweeping changes to the electricity industry in Texas-as well as improvements to the efficiency and effectiveness of the Public Utility Commission of Texas and ERCOT. Texas has also made historic investments into water and transportation infrastructure.

Property taxes must be dramatically reduced to make home ownership more affordable for Texans. We can accomplish that by increasing the state share of funding for our schools to “buy down” property tax rates. We must also reduce the size and cost of education bureaucracies and get dollars to the classroom where they can have the greatest impact. The GI Bill, which allows veterans to use public dollars to go to the college of their choice has been one of the most successful education programs in American history.
I believe all the agencies involved in the services mentioned must be held accountable for failures. Too often government bureaucracies operate without accountability and rarely see leadership or employees discharged for failing to do their job. Transparency is needed to determine how we can make the appropriate recommendations for reform.
Joe Biden’s open border policy is dangerous and demonstrates a willful disregard for the laws of the United States. Biden has given operation control of the border to the Mexican cartels who are making billions of dollars trafficking people and lethal drugs into our country. In the Texas House, I will support every strong border security measure that can help stop the flow of illegal immigrants and illegal drugs into our state.
I believe innocent unborn babies deserve a chance to be born, therefore, I support pro-life legislation.
Affordable healthcare is important. Hundreds of millions of dollars are wasted in the form of fraud and abuse. We must have accountability and transparency in order to make sure that the families in Texas receive the care that they need.
I support tougher penalties for anyone who commits a crime using a firearm. One of the significant challenges we have as a state today is the lack of prosecution of many violent criminals in some of our large urban counties because of left wing District Attorney’s who were bankrolled by radical activists like George Soros. When Dallas County refuses to prosecute a criminal, it can impact Collin and Rockwall County.
We should require voter rolls to be annually reviewed and updated, have strong ID requirements, eliminate the use of drop boxes, disallow unverified mass mail-in ballots, and stablish an Office of Election Crimes and Security to investigate and enforce election law violations which has proven to be effective in the state of Florida. These measures will help restore and sustain faith in the election process.
I oppose using tax dollars to subsidize energy production. I do support the private sector development of wind, solar, nuclear, natural gas and other fuels to produce electricity for Texas.
I support the continued production of oil and gas in Texas as natural gas is currently the most affordable fuel to generate electricity. Ensuring a clean and reliable water supply must also be a priority and is generally handled at the local level in Texas. As major water projects take time to develop, local governments should plan for the long-term and be fully transparent with their citizens about the projected needs of their community.
The impact of millions of additional illegal immigrants in a short time period cannot be ignored. To best protect Texans, we need to implement E-Verify to protect jobs, have enforceable penalties, enhance penalties for human smuggling, prohibit local governments from issuing Identification Cards (ID) to illegal aliens, invalidate ID cards issued to illegal aliens from other states, and require hospitals to collect and submit data on the costs of providing health care to illegal aliens for tax payer transparency.
