The initial step would be to follow the guidance of both the county executive and the county controller. Next, other options include leaving vacant positions open for a period of time, delaying certain capital purchases, delaying the implementation of new human service programs and finally seeking ideas from department heads/employees for cost saving measures in their departments. These measures would be options that should provide relief for budget deficits.
Relax certain zoning restrictions to allow for higher density housing, allow accessory dwelling units, possible selective public land utilization, streamlining approvals to reduce developer cost for affordable units and conversion of underutilized commercial spaces into affordable housing units.
Affordability and property tax relief are priorities by far that could be addressed through the use of proper budgeting and through the use of cost controls on new and existing expenses. Prioritize needs over wants.
