Description of office: The General Assembly is the legislative branch of government in Pennsylvania. It is composed of two houses: the Senate is the upper house, and the House of Representatives is the lower house. A majority vote in both houses is necessary to pass a law. The PA House of Representatives consists of 203 members representing one district each, with an equal number of constituents. Representatives must be at least 21 years old, have been a citizen and a resident of the state four years and a resident of their respective districts one year before their election, and shall reside in their respective districts during their terms of service. The House develops budget packages, makes taxation decisions, allocates spending, and passes laws (including redistricting in collaboration with the Senate). The House also has the exclusive authority to impeach public officials. Representatives also serve on various policy committees that may propose legislation. The current state of public education and our education funding system, the rising gap between high wealth districts and low wealth districts, and the wild west environment of voucher and charter funding that lacks accountability and oversight has come to a tipping point. The PA Superior Court has ruled and no party has appealed that Pennsylvania is in violation of its constitutional mandate to provide for a thorough and efficient system of public education.
I support the Basic Education Funding Commission Majority Report that provides a road map toward adequacy and equity that will more fairly resource all schools in Pennsylvania, while providing relief for property owners who have been historically over taxed.
I support the Pennsylvania House Democrats omnibus plan for defending democracy, which includes a holistic approach to addressing concerns raised by county election officials statewide. These efforts would streamline processes for election workers, eliminate the barrier to that first step and make mail-in ballots more secure. It is a package of bills that make sure voters' voices are heard, regardless of party affiliation. It includes proposals that would reform campaign finance measures and improve candidate transparency.

I am the co-prime sponsor on Pennsylvania's Reproductive Rights Amendment that would bring to the voters a proposed ballot initiative that would enshrine and affirm a durable constitutional right to reproductive liberty, including the right to choose or refuse contraception, choose or refused abortion care, and choose or refuse fertility care.
While abortion currently remains safe and legal in Pennsylvania, Pennsylvania is still a restrictive state for abortion care and women's health care access. I am a cosponsor on several legislative proposals that would expand access to women's healthcare, including abortion care, fertility care and access to contraception in the commonwealth.
