The role of the Trustee is to manage staff, create a yearly budget based on tax revenues, ensure that the office and process follows Indiana Codes, State and Federal regulations and revise guidelines yearly. I report monthly to the Township Board which approves the budget and guidelines. I ensure that all clients are respected and treated fairly. I earned a BSM from IWU. I served 37 yrs on the Indianapolis Fire Department, retiring as a merit rank Battalion Chief. As a Deputy Chief I supervised several division. I have extensive government experience as an elected official beginning in 2000 when I was elected to the Warren Township Board, then to the CCC of Indianapolis and now the incumbent Trustee in Warren. Public service is my calling.
Currently, due to a reduction in property tax revenues and a stagnate share of the local income tax revenues that were frozen in 2007, keeping up with inflation and the rising cost of living causes us to be creative. We work with the Small Claims Court which has seen a reduction in cases and revenues over the last 10 years and that financial shortfall is supplemented out of the existing tax revenues. These issues also make for some interesting staffing challenges. We are committed to funding and performing the core missions of the Township Trustee's Office as well as the Small Claims Court Office.
If you asked my staff what they do, they will tell you THE ONLY REASON WE EXSIST IS TO HELP PEOPLE. We do the core mission well that's assistance with shelter, utilities, burials and food. We also established a clothing closet and free diapers for those who are in need. We have partnered with Old Bethel Church food pantry, the Julian Center and Pathway to assist our clients with resources that we do not provide.
The most pressing issue is adequate funding in a world of reduced tax revenues. We will continue to advocate with the City of Indianapolis for a cost of living increase of the income taxes that we already pay to live in Warren Township. We realize that this is an issue for all government agencies. The current tax distribution is not fairly distributed. We are not advocating for a new tax only a redistribution of the taxes we already pay. We also will work on gaining more community partners who can assist our clients in areas that we are not able to assist due to government regulations and decreased funding.
By operating and honest, open ,transparent and efficient office. We are good stewards of Warren Taxpayers money. We have been audited 10 of past 11 yrs in office by the State Board of Accounts with 0 financial errors. We are the only form of government that does a yearly report submitted to the State of every penny spent. We are committed to treat everyone that enters 501 N. Post Rd. with dignity and respect We will continue to work with other City and community agencies to provide resources to our clients in their time of emergency.

Township Trustees provide resources and assistance to needy residents, burial assistance, and manage township operational budgets.
I have managed budgets exceeding $50 million, have nearly 20 years of experience in the public sector. I am knowledgeable on programs and resources available, and how to navigate the bureaucracy to assess them. I have cultivated and built statewide programs for the entire lifecycle, inception to continuous improvement based upon evaluation. While working, I earned several degrees, including graduate degrees. My combined experience, education, and comprehensive plan for the Trustee's Office will allow me to serve the residents of Warren Township and improve services available.
The township and local governments are facing budget cuts. Balancing the need of residents with available resources will be a challenge. Stretching every dollar and expanding no cost resources will be vital to make up for the budget reductions. I have a section in my plan to address this need and increase no cost programing to benefit the community, while ensuring the available funds are used to provide direct resources to the most vulnerable residents.
Expanding the relationships and partnerships with community partners, non-profits, and public sector organizations would be the first thing. This would allow for the expansion of programing available. We need this programing to ensure the budget is focused on the areas where we can do the most good for the most residents in need. From there we transform the office into a community hub, with programing, training, resources, and social support connections.
I expect to have to fight for every public dollar. I will provide evidence based justifications, data, and impact analysis to show the value to the community for the services and programs the Trustee's Office provides. This will provide the justification for receiving the public monies and additional funds, which I plan to pursue, either through additional public dollars, grants, or program funds.
As we create a community hub in the Trustee's Office, I want the community involved in the process. Their input, support, and collaboration will create a resilient community wide network, where we are all accountable to each other and the community. This will foster a neighborhood and community that positively influences all of us, from officials, to community partners, and the residents of Warren Township.
