Decatur Township Constable of Small Claims Court, Marion County

Township Level Constables The voters of each township having a small claims court shall elect a constable for the small claims court.Qualifications:· Have resided in the township for more than one (1) year upon taking office.· Be at least twenty-one (21) years old upon taking office.Term: Four years.Duties:Among other duties, the constable acts as the bailiff of the court and serves the court s personal service of process. The constable has police powers to make arrests, keep the peace, and carry out the orders of the court. The elected constable may appoint full-time and part-time deputies for assistance in the performance of official duties.Salary:The constable is compensated for each process that is delivered to effect personal service when serving as the bailiff for the court, and is compensated solely from the service of process fees collected under IC 33-34-8-1.

The Constable serves the small claims court of Decatur Township, acting in a role similar to a bailiff by maintaining order in the courtroom and supporting the judge, while also serving court documents and executing legal process. This role requires accuracy, timeliness, and a trusted presence in the community.

I bring experience from local law enforcement to the federal level, including handling warrants, legal processes, and complex investigations. As a two-time graduate of the Federal Law Enforcement Training Center, I have received top-tier training.

With two Associate’s Degrees with honors, a Bachelor’s in Criminal Justice, and over seven years teaching Homeland Security/Public Safety. I am prepared to serve the residents.
The Constable’s office faces challenges in doing more with less, ensuring reliable service, increasing community visibility, and meeting modern expectations for efficiency and accountability. A common concern is delayed or inconsistent service. I will address this by implementing clear tracking systems, improving organization, and holding the office to a higher standard so every service is completed accurately and on time.

Visibility is also critical. I will be present and accessible so residents know their Constable and what the office provides. Finally, I will modernize operations to ensure a more professional, efficient, and consistent approach to serving the public.
My top priorities are improving service reliability, increasing community visibility, and modernizing the office. I will ensure every document is served accurately and on time by implementing better tracking and accountability so residents can trust the process.

I will also increase the presence of the Constable’s office so people know who their Constable is and feel comfortable reaching out. Additionally, I will build a coalition of church leaders, HOA representatives, business owners, and community partners to strengthen transparency and collaboration.

Finally, I will modernize operations to create a more professional, efficient, and responsive office for today’s community.
One challenge I expect is gaining full access to accurate information and cooperation needed to complete service efficiently. I will address this by building strong working relationships with the courts, law enforcement, and community partners to improve communication and coordination.

Another challenge is ensuring consistency in how duties are carried out. I will establish clear procedures and standards so every service is handled professionally and uniformly.

There may also be individuals who are difficult to locate or serve. I will use my investigative background to locate individuals effectively and ensure service is completed properly while maintaining professionalism and respect.
I will use the role of Constable to be a visible, accessible resource for the community—not just serving paperwork, but helping solve problems. By maintaining a strong presence, I will build trust, identify issues early, and connect residents with the right resources.

My goal is to make the office more responsive, professional, and community-focused. With experience at the local, state, and federal levels, I can bridge gaps and advocate for solutions that improve safety and quality of life.
