Biographical Information

Describe your qualifications and experiences that have prepared you to serve as the County Assessor.

What experience do you have with respect to residential and commercial real estate?

How do you plan to maintain fairness and transparency in residential and commercial property valuation?

What is your experience supervising an office heavily reliant on computer systems and confidential financial information?

My background combines public service, data science, and technology. I've spent twelve years as a computer scientist at the lab and have published numerous local articles analyzing complex public-policy data. I would bring an independent third-party perspective to the office, modernizing analysis and data sharing, improving taxpayer outreach, and using evidence from the office to help educate voters and policymakers about better property-tax policy.
I am a Los Alamos homeowner and local business owner with hands-on experience overseeing a commercial property. I have analyzed local sales, valuations, and neighborhood trends while developing a public property-data tool, and I regularly publish my analyses for the community. I recently attended a protest hearing which validated the usefulness of some statistical methods such as how tracking valuation changes against neighborhood trends could reveal inconsistencies and improve transparency.
Fairness requires consistent methods, accurate data, and information taxpayers can understand. I would make valuation data, neighborhood comparisons, and changes over time easier to examine, while improving outreach so eligible residents receive exemptions they are entitled to. I would also use office data to educate voters and policymakers about tax policies that create inequities or discourage productive redevelopment, housing, and local economic opportunity.
My professional experience includes developing and supporting complex, data-intensive computer systems where reliability, access control, data integrity, and operational continuity mattered. I have worked with software development, databases, automation, and technical support, and I understand the importance of protecting confidential information while ensuring public records remain accurate, accessible, and well managed.

I served on the boards of two homeowners associations in California before moving to Los Alamos where I was the president of the Quemazon association. I currently work with homeowners as part of the Pajarito Acres Architectural Committee.
I was a real estate appraiser and appraisal business owner for over twenty years holding state licenses in California, Wisconsin and New Mexico. I also served as a Realty Specialist and Staff Appraiser for the U.S. Navy, Naval Facilities Engineering Command, based in Naples, Italy where I performed complex appraisals of commercial and industrial properties throughout southern Europe and Bahrain.
The computer systems are designed to be fair and transparent. However, understandably, variations in individual properties might not be properly valued. Therefore, I plan to be available to anyone having a concern and will see that such variations are accurately valued.
I was an early adopter of computer technology in my appraisal practices and understand the limitations and security risks involved. I will do everything I can to ensure that systems are safe and that confidential financial information is protected.
