West Windsor Township Mayor

The Mayor is the Chief Executive of West Windsor Township and heads its Administration. The Mayor is elected on a non-partisan basis for a four-year term.Specific functions of the Mayor include: enforcement of municipal ordinances; supervision of all municipal departments and property; appointment and/or removal of department heads; oversight of municipal budgeting, personnel, and purchasing procedures; preparation of the municipal operating and capital budgets; and negotiation of contracts subject to Council approval.The Mayor serves as an exofficio nonvoting member of all appointive bodies of which he/she is not an official voting member. The Mayor may attend Council meetings and take part in meeting discussions, propose legislation, and veto ordinances, subject to override by a two thirds majority of the entire Council.

My wife and I have lived in West Windsor for 31 years; exactly half of our life. I left India as a 22 year old student. Our current house is one place on earth where I have lived the longest. Thus, for all practical purpose this is home to us. We have raised four wonderful daughters who went through the WW-P school system. They received an excellent education and the community has welcomed my family. My 25 years of community service as a school board member, school board president, a council member and currently as mayor is my way of saying thanks for their generosity and giving back to the community. I thank my wife Punit of 38 years for allowing me to be involved in public service.

I have a PhD in Electrical engineering from the University of Washington, a master's from Virginia Tech and BS from IIT Bombay. I have run several small businesses in different fields for the last 34 years. In fact for most of my career I have been a small business owner.

My professional background both education and business owner, a long time resident of town with daughters going through the school system gives me a unique perspective on town. As business owner I am used to making tough decisions and handling unexpected situations.

I have a 25 year record of public service in West Windsor, making tough decisions and handling delicate and difficult situations. My record demonstrates why I am the best candidate in the field for the job of Mayor.
My first priority is the manage the obligation of the fourth round of affordable housing and to ensure that it doesn't put undue burden on existing residents. Within next few weeks we will go in front of judge Jacobson to argue over our true obligation for round 4. The state started with a very high number of 661 by misclassifying certain properties. We manage to get the number down to 480 (reduction of 181 units) during the 1st round of court challenge. After doing Vacant Land Analysis we feel our number should be 238 about half of what the Fair Share Housing Center agreed to in the last go around.

West Windsor is a preferred destination for builders because it's so easy to sell houses in our town. Thus the builders always want West Windsor to end up with a high obligation and use the Fair Share Housing center as their proxy in the fight. I have learned from my experience during round 3 and am ready to argue effectively in court.

A constant priority is to keep taxes low and help reduce school and county tax burden by attracting commercial ratables. One need we have is for an indoor sports facility which will allow sports like soccer, pickle ball, and cricket to be played during winter. I have talked to various developers about the possibility. Although nothing has worked out so far, we are always looking.

Since becoming mayor I have promised to build the Vaughn drive bypass and Penns Neck bypass. The first phase of the Vaughn drive bypass is now operational. I hope to build a more permanent connection during my next term. The SRI property will not be developed without a Penns Neck bypass being a part of it.

We continue to look for opportunities to make our town more bicycle and pedestrian friendly. A lot of residents are also requesting more lighting in the streets and we continue to put more lights starting with the main road.
During my twenty-five years of public service I have encountered several instances where a group of residents disagree on an issue. When someone disagrees with me on a particular issue, my first test is to explain the issue from their point of view. If I can explain their position on the issue as good as they can, that means I understand their perspective on the issue. I will then try to explain my thinking on the issue, and the constraints I face. If I can't do something they are suggesting for some reason, I will explain the reason to them. They may not agree with or like the reason but I will try my best to describe the rationale.

It's my responsibility to make the final decision and I take it very seriously. Sometimes I can take part of their solution and make my approach better. I am always open to that. I will even acknowledge them if they contribute to the solution in any way. Every person who agrees or disagrees with me will be treated with respect.
My office has no role in interaction with ICE. West Windsor police do not ask your immigration status during any of their interactions. I am not aware of any ICE actions within West Windsor township.
The ever present challenge in New Jersey is how to keep town affordable for everyone. West Windsor is considered a wealthy town so we get very little state aid. There are people who would like more services and are willing to pay higher taxes. On the other hand are people who can't afford the existing tax burden. About 28% of West Windsor families earn less than $100,000 while 40% of families earn less than $150,000. That may be lot of money in some parts of the country but in West Windsor it doesn't go far. My job as mayor is to strike a balance to keep West Windsor a great place for every income level.

A second challenge is how to keep a sense of community as West Windsor continues to grow. The new development mandated by round 3 and 4 of the affordable housing obligation will require the town to grow over the next ten years. During my term in office West Windsor has been recognized as one of the best places to raise a family not only in New Jersey but in the US. I hope to keep it the best place in spite of our growth.

Mr. Singh, aged fifty-two, is married to Manisha Singh. He has resided for twelve years in the Midwest and fourteen years in West Windsor, New Jersey, since 2011. Mr. Singh obtained his Bachelor of Engineering in Electronics from Shivaji University, Kolhapur, India, and received an Entrepreneurship Development certificate from the Massachusetts Institute of Technology (MIT) Sloan. Mr. Singh possesses thirty years of professional experience, including business enterprise transformation consulting with TCS. He has also worked with a prominent technology consulting firm, Accenture, and contributed to product development at Oracle. Mr. Singh is deeply committed to community service, having been involved for over ten years in various capacities, from member to board member, at cultural and non-profit organizations such as West Windsor-based Beacon Specialized Living of New Jersey (formerly known as EnableInc.). Beacon Specialized Living provides compassionate care to individuals with intellectual and mental health disabilities. In this role, for over five years, Mr. Singh provided strategic guidance and board oversight to senior leadership, including the CEO and COO. Mr. Singh sought to fill an empty public office council seat in January 2018, submitting his nomination during that period; however, he was not elected. Mr. Singh remains actively engaged in issues pertinent to West Windsor residents. Outside of his professional endeavors, Mr. Singh enjoys playing volleyball and golf, and is an active member of the local community.
Mindful Community Development Our Commitment: • The contrast between warehouses and well-designed mixed-use developments is important to address as the combination of residential, retail, and commercial uses can generate significantly higher tax yields per square foot while requiring far less land, helping preserve open space and reduce traffic congestion. • We will support, advocate, and facilitate business growth in West Windsor Township with the NJ AI Hub (https://njaihub.org/). This will bring high value ratable that will enable the township to delivery high quality services to its residents without raising taxes.

Investing in Infrastructure Our commitment: • Improve road conditions and fix potholes at priority • Prioritize the implementation of flashing pedestrian crossing at highly prone accident zones such as Abington Lane and Rabbit Hill Road, and Penn Lyle Road. • Identify and invest in smart traffic solutions for signals and pedestrian safety. • Expand sidewalks, bike paths, and crosswalks for safe, and active travel. • Require impact assessments before approving new development.

Community Wellness West Windsor deserves more than the status quo. Our vision is for a modern library and a true town center. Our commitment: • Collaborate with Mercer County, to identify grant opportunities for upgrading our library. We will build a welcoming space that brings people of all ages together. • Link neighborhoods into hubs and build a multigenerational civic center..

Transparency, Collaboration, and Governance Oversight Our commitment: • We will upgrade the township website to show where residents tax dollars are being spent highlighting current and past projects • Launch a West Windsor Civic App for residents to report issues, submit concerns and receive real-time updates.
• To foster consensus beyond simply listening, a structured approach including defining the problem, establishing common goals, proposing and evaluating potential solutions, identifying areas of agreement and concern, and adapting proposals based on feedback is crucial. Key elements are maintaining a safe and respectful environment, using clear communication methods for input and decision confirmation, and being willing to revise solutions until a mutually acceptable outcome is reached. • We are facing overdevelopment and urbanization; majority of residents want to keep suburban character of our township. Based on my experience on recent non-profit organization exploring extensive grants avenues, we will collaborate with neighboring town and grants to buy open land and zone it to open space to keep our town suburban and prevent over development.
