Clerk & Comptroller

The Clerk & Comptroller is responsible for safeguarding public records and public funds. The jobholder is a constitutional officer, elected by and accountable to county citizens. The Clerk & Comptroller serves as the county’s Chief Financial Officer, Treasurer and Auditor; County Recorder; Clerk of the Circuit Court; and Clerk of the Board of County Commissioners. The Clerk also manages the county's jury system, processing of passports and marriage licenses, maintenance of a domestic partnership registry, and foreclosure sales and tax deed sales. The FY 2025-26 salary is $218,757.

I would modernize the office around a secure, user-friendly portal with mobile access, plain-language and multilingual guidance, faster e-filing and e-recording, property-fraud alerts, and transparent service dashboards. Sensitive information must be protected through automatic redaction, role-based access, encryption, cybersecurity testing, audit trails, and strong disaster-recovery systems. Technology should expand access without eliminating reliable in-person and telephone service.
I would begin with a transparent review of every program, contract, and administrative expense. Savings should come first from competitive procurement, vendor consolidation, responsible attrition, paperless workflows, energy and space efficiencies, and automation—not reduced public access. I would protect court operations, cybersecurity, records integrity, auditing, and frontline service, while publishing performance measures so residents can see where every dollar goes.
On any investment, every decision we make must meet fiduciary and performance standards, with regular public reporting to protect taxpayer funds and maintain trust. Yes. Open online access to court files and official records is essential to transparency, commerce, access to justice, and public confidence. I would continue and improve the system by making records easier to search, mobile-friendly, and accessible to people with disabilities, while strengthening automatic redaction, identity verification for restricted records, cybersecurity, audit logs, and clear privacy protections. Public access and personal privacy must be advanced together.
