Professional Experience Prosecutor and Trial Team Chief at the El Paso District Attorney’s Office; Criminal Defense Attorney at Frances Maldonado Law Firm; Assistant City Attorney at El Paso City Attorney’s Office; Associate Attorney at Ray Pena Law Firm
Having handled thousands of criminal cases, I bring litigation and courtroom experience. I’ve served this community as a prosecutor, defended the rights of the accused, and navigated complex civil matters. This broad perspective qualifies me to serve as a fair, knowledgeable, and hardworking judge.
As a prosecutor and a defense attorney, I bring a comprehensive understanding of our criminal justice system from both sides. As a trial attorney with the El Paso District Attorney's Office, I represented the State of Texas in jury trials for criminal matters involving domestic violence, elder abuse, child abuse and other violent crimes. I also held leadership roles as a Trial Team Chief and Domestic Violence Unit Chief. In my defense practice, I represent people facing their greatest personal crisis and work to defend their constitutional rights. I don’t just know the law, I understand how every judicial decision affects people on both sides of a case. This dual perspective, uniquely prepares me to preside with fairness, impartiality, and respect for due process. I will ensure that every individual is treated with respect and that cases move forward without delay.
The most critical issue facing our courts is the potential for a backlog that delays justice for both the accused and victims. While County Court at Law #2 currently operates with commendable efficiency, the risk of a backlog is a constant reality. To address this, I will implement firm deadlines for discovery and motions. Drawing on my experience as a prosecutor and defense attorney, I will ensure that every court appearance serves a purpose and moves cases towards a timely resolution.
Texas uses partisan elections to select judges, which places the power of judicial selection directly in the hands of the voters. I respect this process and believe that true independence is ultimately a matter of judicial character, temperament and a commitment to the rule of law.
In El Paso County, the Clerk’s Office utilizes a 'wheel' or rotating list to appoint indigent defense cases to the Public Defender’s Office and private bar attorneys. I'm committed to using the automated process to maintain impartiality and fairness in County Court #2. While I trust this system to eliminate bias, I believe a judge must provide active oversight. I will consistently monitor the appointment process to ensure that every indigent defendant receives the effective assistance of counsel guaranteed by the Constitution.
