My experience with working with all 254 counties in Texas as a business owner for a litigation company. I am a combat veteran that has been trained and mentored by leaders in the US Army Infantry Unit. I bring a background rooted in public service, accountability, and working directly with law firms throughout Texas. My professional experience requires strict adherence to policies, detailed documentation, confidentiality, and collaboration with the courts.
Protecting electronic records requires layered security, including regular system updates, encryption, multi-factor authentication, staff cybersecurity training, and routine audits. Ongoing coordination with county IT professionals and adherence to best practices are essential to safeguarding sensitive information and maintaining public trust
The jury process should be efficient, transparent, and respectful of jurors time. I believe we could maybe improve by clearer communication, expanded online options, flexible scheduling when appropriate, and efforts to ensure jury pools reflect the diversity of the community.
I support reforms that improve efficiency, transparency, and public access while maintaining fairness and integrity. This does include modernizing processes, investing in staff training, improving customer service, and ensuring policies are applied consistently and impartially for everyone.
I bring decades of hands-on experience in the District Clerk’s Office, including years as Chief Deputy. I have completed extensive state-mandated and continuing education, exceeding the required 20 hours of annual training. I lead with integrity, institutional knowledge, and a deep respect for public service.
Protecting court records requires strong collaboration. I will continue working closely with Bexar County IT (BCIT) to ensure all systems use updated software, secure servers, and best practices in cybersecurity, while regularly reviewing protocols to stay ahead of emerging digital threats.
The jury selection process is currently managed by the Central Jury Department, which operates independently from the District Clerk’s Office. This structure was established by Commissioners Court in January 2003, separating jury administration to improve efficiency and specialization.

Given this structure, the District Clerk does not directly oversee jury selection. However, collaboration between departments remains essential to ensure smooth court operations and positive public experiences.
My first priority is improving staff morale through leadership, communication, and accountability. I will work with BCIT to further automate e-filing for efficiency and accuracy, and I will advocate for a dedicated accounting position to properly manage and reconcile Court Registry funds.
I have 33 years of dedicated experience in the District Clerk’s Office, where I have gained extensive knowledge of court operations, records management, and judicial procedures. I have worked on civil, criminal and family cases, ensuring accuracy, confidentiality, and compliance with state laws and court rules. My long tenure has allowed me to develop an understanding of document retention and the importance of outstanding customer service. I have strong work ethics, integrity and passion.
Reliable up-to-date security measures, data backup and disaster recovery plans must be in place to ensure all records are protected and recoverable in the event of a breach or system failure. Bexar County has an Information Technology department with a well-trained staff to maintain the integrity and safe keeping of all records. It is equally important to have ongoing cybersecurity training of staff to recognize phishing attempts.
Jury Selection is crucial to our court system, and I believe the Central Jury Room staff have done an outstanding job. However, I do feel there is room for improvement. For the most part, a juror can sit for hours waiting to be sent to a certain court, depending on type of case, or possibly released. I believe the courts can help ensure jurors are summoned appropriately and used efficiently, minimizing wait times and reducing the burden of the citizens of Bexar County.
In the District Clerk's office, I would like to continue modernizing technology to improve efficiency of electronic filing and improved online access to records. Expedited services for our senior citizens, veterans and first responders. Offer internships to college students to gain experience and knowledge of the court system and the importance of accountability and efficiency. Ongoing training, cross-training, and clear procedures help ensure consistency, accuracy and strong customer service.
Monica brings 32 years of legal experience and proven leadership. As a litigation paralegal and legal administrator, she managed complex cases and oversaw operations for multiple law firms. Where she was responsible for developing and maintaining litigation case management systems. For seven years, she led the local Democratic Party. In which she modernized operations, increased turnout, and administered seventeen elections. She is focused and result-oriented in supporting complex operations.
Protecting electronic records is both a technical and moral responsibility. I will ensure systems are modern, secure, and resilient through encryption, multi-factor authentication, role-based access, regular updates, firewalls, and secure backups. Ongoing staff training, clear incident response plans, and compliance with state and federal regulations will strengthen security. I am committed to safeguarding public information with integrity, and respect for the trust residents place in us.
Jury duty is vital to our democracy, but it can be more accessible, flexible, and fair. Clear, multilingual communication and user-friendly tools can reduce confusion. Flexible scheduling, including short-term jury pools for caregivers, would make service more equitable. Greater transparency, efficient technology, and public education can build trust. I am committed to modernizing jury service so every resident can participate with dignity and respect.
If elected District Clerk, I will modernize the office to make it more accessible, efficient, and transparent. I will upgrade technology so records can be searched, reviewed, and ordered online through a secure subscriber portal. I will expand multilingual services, add public kiosks and a satellite office, and improve customer service. By investing in staff and accountability, we can better serve all Bexar County residents with integrity and trust.
