Carrollton Mayor

The City of Carrollton is a Home Rule municipality with a council-manager form of government. The City Council is made up of a mayor and seven councilmembers. All members of the Council are elected at-large and serve three-year staggered terms. If no candidate receives at least 50% of the vote, there will be a runoff election. They are community volunteers who meet in regular meetings twice a month. The role of the Mayor and City Council is to enact local legislation, provide vision for the future of Carrollton, set policy, and hire a City Manager.La ciudad de Carrollton es un municipio autónomo con una forma de gobierno Concejo-Administrador. El Concejo municipal está formado por un alcalde y siete concejales. Todos los concejales son elegidos por el conjunto de votantes de la ciudad y ejercen su mandato de forma escalonada durante tres años. Si ningún candidato obtiene al menos el 50% de los votos, se celebra una elección de desempate. Los miembros del Concejo son voluntarios de la comunidad que se reúnen periódicamente dos veces al mes. La función del alcalde y del Concejo municipal es promulgar la legislación local, ofrecer una visión del futuro de Carrollton, establecer políticas y contratar a un administrador de la ciudad.

Seeking Re-Election for Mayor, having served since May 2022 and City Council prior (May 2014-May 2022) with proven, results-oriented experience, I have the working knowledge to continue to leverage the momentum and results from my first term, including: Record Low Crime Rates, Record Fast Response Times, Arrests Up and Public Safety fully staffed. Additionally, 12+ consecutive years of Tax Rate decreases, 4+ years of increased Senior & Disabled Exemption and 3+ Years of Infrastructure in >$100M (3x Avg since CY2000) while retaining AAA-Rating and 6-Star Transparency Award Recipient from Texas
Conservative budget practices leverage expertise that has led to 12+ consecutive years of Tax Rate decreases, 3x Increase in Infrastructure spend >$100M for last 3 years via Pay-Go allocation of excess Sales Tax and AAA-Rating. We will continue to leverage Pay-Go Saving and Save-as you-Go sinking fund to plan for major investments and expenditures. We will focus on Economic Development to reduce burden on residents through increased tax base from Commercial and Corporate relocations.
We work collaboratively across the Region through Council of Governments, Regional Transportation Council and all three Counties (Dallas, Denton & Collin) to leverage resources. The NTECC quad-city 911 Dispatch, mutual SWAT & Fire Training along Rescue resources and Emergency Management are part of our comprehensive approach to collaboration. Carrollton Police work closely with FBI and all Federal Agencies to ensure the Community is safe, without accepting excess burdens which may create local barriers or unintended consequences. Crime knows no border and we will continue to collaborate.
Carrollton is a diverse community across all demographics and has no tolerance for discrimination.
Carrollton is the geographic center of the Metroplex, served by DART's Green Line and Silver Line along with DCTA. Carrollton anticipates further service from Downtown Carrollton through Frisco and Sherman as part of the Transit 2.0 subcommittee I am active to ensure urban sprawl and population growth from 8M to 12-15M over the next 15-25 years is accommodated - reducing congestion. Carrollton invests and incents Live-Work-Play developments along our Transit Rails and Transportation Highway Network.
Opportunities for continued growth and Investment, leveraging our geographic center of Metroplex proximity will pay dividends long-term as we support Live-Work-Play investment that fuels our local economy and brings Corporate Relocations and Jobs to the area. These development along the TOD and Transit lines by design, will protect the sanctity of our Single Family Home neighborhoods. Threats and Challenges with respect to Legislative Tax Reform may introduce unintended consequences and budgetary shortfall due to Sales Tax Robinhood and artificial Property Tax caps that are done in silo's.
