I am a Master Peace Officer with more than 20 years of law enforcement experience and currently serve as the Constable for Precinct 4. Since taking office, I have implemented meaningful operational and morale-based improvements, prioritizing officer safety, professionalism, and accountability. I have worked collaboratively with the other four county constables, helping achieve a level of agreement and unified change that had not been accomplished in years. I have completed LEMIT Constable Training and remain committed to ongoing education.
Dallas County Constables need full access to the countywide computer and information-sharing systems to improve communication and coordination with other law enforcement agencies. Equipping patrol units with in-car computers would allow deputies to quickly identify wanted or violent individuals, enhancing officer safety and improving response times.
The citizens of our jurisdiction are being served with professionalism, compassion, and respect. This is especially evident during sensitive matters such as evictions, where deputies work to balance enforcement of the law with dignity and empathy for those involved. I believe the current workload is appropriate for our staffing levels, and we have an effective deployment model that allows deputies to perform their duties safely and efficiently while maintaining a high standard of service to the community.
One of the most pressing issues facing Dallas County Constables is recruitment and succession planning. Allowing constable offices to hire qualified candidates who are not yet licensed peace officers and sponsor them through the Sheriff’s Police Academy would create a sustainable pipeline of trained deputies. This approach would attract motivated college graduates and individuals committed to public service. I would work with trying to implement this change with Commisoners Court.

As Constable in 2011-18, I was recognized as the DCDP Elected Official of the Year in 2015, and served as the Head of Security of the Democratic State Convention held in 2014 in Dallas. I maintained authority over the operations of the office, determined how to utilize all resources allocated to the office, was responsible for performing traditional law enforcement functions, serve as bailiff for Justice Courts, and serve subpoenas and papers necessary to the functioning of both civil and criminal justice systems. I also ensured that judgements rendered in civil cases were satisfied.
Upon assuming office, I will be conducting a SWOT analysis to identify areas of strengths, weaknesses, opportunities, and threats of the department, and utilizing this data to improve the functionality of the office.
As for morale, I will implement 21st century leadership philosophies and methods that have proven to be successful. Considered as a transformational leader, I will accomplish this by establishing interpersonal relationships with the workforce, an area that has been severely neglected. There will be an element of accountability at all levels of management and supervision.
Unfortunately, the staffing level is not appropriate for the work load. Sadly, during the annual budget process, the budget is often balanced on the backs of the constable offices. When cuts and reductions are needed, they are often done at the expense of the constable offices, and done with a hatchet as opposed to a scalpel . As a result, the offices are expected to do more with less. Over a period of time, the offices are left with the bare minimum to carry out the functions required. Not only does this create a challenge in doing so, it is the perfect recipe for officer safety concerns.
Create an atmosphere of trust and competency through collaboration and community outreach with faith-based organizations, advocacy groups, criminal justice professionals, and law enforcement officials.
Change the culture of the department and improve morale via effective and proven 21st century leadership methods and policing processes.
Address PTSD among sworn and civilian personnel to reduce officer and staff stress and improve officer/citizen contact.
Return National Night Out community event to the Dallas County Government Center.
