I have dedicated more than 3 decades to public service as Justice of the Peace for Precinct 1 Place 1. In this role, I have handled civil matters, administrative hearings, community disputes, and emergency judicial responsibilities with fairness, consistency, and respect for every person. My work has focused on ensuring that people-often navigating the legal system for the first time receive clear information, accessible processes, and dignified treatment. In addition to my judicial service, I have served on various boards that directly impact people's lives, stregthening my understanding.
Many residents come to court without legal representation. I support improving access to justice, simplifying processes, and making information easier to understand which is an essential priority. I also support improving public understanding of the court’s role, and ensuring that every person is treated with dignity remain central to maintaining trust in the justice system. These are the issues JP judges can address openly with constituents to show commitment to fairness, accessibility, and community service.
Yes, there is a need to make the eviction process more equitable. My role as Justice of the Peace is to ensure that every person who comes before me — landlord or tenant — understands the process, has access to resources, and receives a fair hearing. By improving clarity, encouraging mediation, and supporting access to legal aid, our court can reduce unnecessary displacement while still upholding property rights and the law.
One issue in particular is that too many people struggle to navigate the legal system because it can feel overwhelming, confusing or out of reach, especially for those without legal counsel or financial resources. When people don’t understand the process or feel they can't access justice, it undermines trust in the entire system. As a JP I play a critical role in closing that gap. Ensuring clear communication, fair treatment and accessible procedures is essential to what I do in maintaining public confidence and making sure every person has a meaningful opportunity to be heard.

Since September of 2023 I have served as a Visiting Judge to the Dallas County JP Courts. I have presided over hundreds of cases covering; evictions, small claims, debt claims, property seizures, county tickets, and truancy. In order to be appointed as a Visiting Judge, I put in over 450 hours of studying, shadowing, observing, and learning every aspect of the JP role. I observed and/or shadowed all 10 Dallas County JP’s over a 2 year period to gain as much insight and knowledge as possible. I have the experience, I have the training, and I have the knowledge to do this job.
The JP courts are in fact the People’s Court as it is the most accessible court in the Texas Judiciary. To make the court more accessible requires the court to be more nimble and flexible. For example, offering regular night/evening court sessions to accommodate working individuals that cannot take time off work during the day to attend court.
Additionally the court must do a better job of serving people for whom English is not their primary language. Currently the court uses 2 clerks to translate. I would meet with these clerks to determine if they feel this is the best way, if not we shift.
Some courts have a high rate of evictions while others do not. I do not believe a judge should prejudge or be predisposed to one side or the other in eviction cases. A judges job is to listen to the facts, determine if the law has been followed and make a ruling. The legislatures job is to analyze what is working and what is not and make appropriate laws for the judges to interpret. We have new laws going into effect in 2026 that some believe are not helpful to the community. The JP Courts must be diligent in implementing the laws and report problems or concerns.
I believe the JP 1-1 court must do a better job of meeting people where they are, with kindness, patience, and respect. Thus, customer service has to be improved. If people are reaching out to the court and cannot get in touch with a real person it makes for a bad experience. If staff are seen as rude or uncaring, it makes for a bad experience. Courts must adapt and remember they are there to serve the public. I would look to institute a new customer service program, one that sharpens the skills of the staff and reduces dependency on cold automated phone systems.

My career history, I retired from Dallas County Criminal Court #1 and I was (and retired from (The City Attorney's Office as Chief of the Community Courts Division.
I have consistently shown concern for Community Rights, access to social services, fair treatment under the law, moral and faith centered leadership.
I understand the job duties of a Justice of the Peace, evictions and tenant protection, small claims disputes, warrants/bonds
Use simple language, rewrite court handouts so people can understand notices, procedures and their rights.]
Language and Disability access; provide interpreters for all court hearings in person or virtual.
Invite various social service agencies to assist defendants after the eviction to assist with housing, employment and disability, etc.
Provide a once a week night docket and once a month Saturday Docket for the working poor.
IN ADDITION UTILIZE THE COUNTY ODYSSEY SOFTWARE FOR COURTS TO MAKE THE COURT PAPERLESS.
Prepare an ACTION PLAN for auditing purposes.
Community Involvement b4 Election.
Eviction means a family is now as describe by HUD unhoused, maybe jobless and long term poverty, we have to follow and enforce the law that's justice.
However, equity means making sure tenants understand their rights, and not pushed out of their home because the sitting JP favors the owner or management company.
Make JP courts more equitable by explaining eviction notices in plain language, before court starts explain the docket and what are their options. Offer Community Service in lieu of Fine & Court Cost.
Remember "Justice without compassion becomes cruelty "I will always follow the law .

By not verifying tenants understand their rights:
I will always ensure tenants understand their rights.
Not providing resources:
I will always Provide Social Service Resources before and after court.
Not providing Language Interpreters:
I will always provide Language and Accessibility Support virtual and in person; translate key documents before the hearing;
Not offering alternatives:
Encourage reasonable alternatives before judgement.
I will always protect due process even as evictions are expedited.
