I earned a Bachelor of Science from Texas A&M University and went on to attend medical school at the University of Texas Medical Branch. I served 25 years in the United States Navy, retiring as a Rear Admiral, including deployment to one of the most violently contested regions of Iraq and selection to serve as a physician in the White House. I went on to serve over 14 years in the White House Medical Unit across multiple administrations, ultimately retiring as President Trump’s Chief Medical Advisor and Assistant to the President. I am currently serving in my third term representing Texas’ Thirteenth Congressional District, delivering results on national defense, agriculture, and economic issues critical to our region.
The role of a Member of Congress is to represent the people of our district, legislate responsibly, and provide oversight of the federal government. My goal is to be a strong voice for the people of TX-13 and deliver results for our communities. That means advancing policies that strengthen our economy, defend the Second Amendment, protect the unborn, and keep our nation secure, while holding Washington accountable. Above all, my responsibility is to take the priorities and values of Texas’ Thirteenth Congressional District to Washington, not to bring Washington’s agenda back home.
My top three priorities are strengthening our economy, maintaining a strong national defense, and supporting Texas agriculture. I will continue working closely with President Trump to advance an America First agenda that promotes economic growth and lowers costs for families. As his former Chief Medical Officer, I understand his vision and will remain one of his strongest allies in Congress. I am committed to supporting a strong national defense, including the vital work at Sheppard AFB, Pantex, and Bell Helicopter. I will also stand with the farmers and ranchers of Texas’ Thirteenth Congressional District, the largest agriculture district in Texas, by fighting overregulation and protecting our rural communities
My vision for economic development and governance is focused on affordability, growth, and accountable leadership. American families were hit hard by historic inflation under Joe Biden, and fixing that damage remains a top priority. I will continue working with President Trump and House Republicans to lower energy costs, promote domestic production, and implement the historic tax cuts delivered through the One Big Beautiful Bill. Strong governance means pro growth policies, limited government interference, and putting working families first. While progress has been made, there is still more work to do to ensure every American can afford to live, work, and succeed.

My educational background is interdisciplinary and professionally focused, with an emphasis on cannabis science, public health, regulatory compliance, and small business operations. I have completed multiple disciplinaries focused on medical cannabis, neuroscience, safety, compliance, and industry regulation. My education has been complemented by hands on experience as a cannabis educator, consultant, business owner, and compliance trainer, working directly with patients, veterans, healthcare professionals, retailers, and regulators.
The role of a Member of Congress is to represent the people of their district in the federal government, not to control their personal lives or override state and local authority. My responsibilities are to legislate, provide oversight of federal agencies, and ensure federal laws, spending, and regulations work for the people they affect. My goal is to advocate for working families, small businesses, farmers, and veterans while protecting individual liberty and fiscal responsibility. I recognize the limits of the office. Congress does not run local governments or schools. Above all, my responsibility is to listen, show up, and represent all constituents, not just those who agree with me.
1. Cost of living and economic pressure on working families. I would focus on federal tax policy, trade, and regulatory reform that lowers costs for families and small businesses while curbing corporate favoritism and wasteful spending.

2. Healthcare access and affordability. I would work to reduce federal barriers that drive up costs, protect patient choice, expand access to care, and ensure that people are not forced to choose between medical treatment and financial survival.

3. Government accountability and overreach. I would prioritize oversight to rein in unelected bureaucracies, protect constitutional rights, and ensure federal power is limited, transparent, and accountable to the people it serves.
My vision for economic development is a fair and competitive economy where small businesses, workers, and local communities can succeed without being crushed by corporate favoritism. Government should not pick winners and losers or reward companies with special tax breaks, subsidies, or regulatory loopholes simply because they have political influence.

Good governance means clear, consistent rules applied equally, strong oversight to prevent corruption, and fiscal responsibility that prioritizes local investment, innovation, and long-term growth. Economic freedom only works when markets are fair, competition is real, and power is not concentrated in the hands of a few well-connected interests.
