Chief Justice & Justice, Court of Appeals: Six-year term. There are 14 Courts of Appeals in Texas located in 14 cities throughout the state. Each of these Courts includes a Chief Justice and at least two other Justices. These Courts hear appeals on civil and criminal cases from lower courts in their districts. Qualifications: What training, experience and characteristics qualify you for this position?

Ethics: Since judicial candidates solicit donations and raise money to be elected, how can voters be assured that campaign donations will not impact how judges interpret the law and/or review lower court decisions?

Separation of Powers: What is your view of the role of courts relative to the other branches of government?

Equity: What can be done to improve access to justice for all, including persons or groups who may be underserved?

Court System: What effect will the new business court and statewide court of appeals have on the administration of justice in Texas?

I have over 30 yrs. of civil and criminal trial experience. I have civil and criminal appellate experience. I will provide diversity to the communities served by the 14th Court of Appeals, PL 3.
A Judge must maintain integrity and have judicial prowess when it comes to the law. It is imperative to garner public trust in our judicial system. Judges are the gatekeepers of the law, entrusted to have the legal knowledge, wisdom and understanding to render fair and impartial decisions, according to the law, not by the amount of money they receive! Justice should not be bought or sold!
The Judicial Branch of Government (Courts) are the interpreters of the law. This branch determines if any laws violate the Constitution(s) (U.S. and State) and are responsible for correctly applying the law to the facts, of each case. Courts are not to apply its own personal or political opinions to any case, nor are they to overturn settled law.
Voters should elect Judges who represent the diversity in the counties and communities they serve! We can give pro bono legal services. Judges and Lawyers should have a personal presence in our underserved communities, by interacting with parents, youth and teenagers. Reliable, low cost IT access for parents and children is a must-have, and encourage vocational education, to earn a living wage.
The new business court will have an impact on what cases can be filed in what court. Such cases will be appealed to the newly created 15th Court of Appeals. This has the appearance of a special court for wealthy people or businesses. Not to mention possible Constitutional violations to elect trial and appellate judges, for the people, by the people, to administer fair and impartial justice.

Justice Jerry Zimmerer, J.D., LL.M. is distinguished as he holds three law degrees. He was elected to the Texas 14th Court of Appeals in 2018 and has authored hundreds of civil and criminal opinions.
The foundation of judicial integrity lies in the commitment to render rulings without bias or partiality. Jerry Zimmerer has demonstrated his commitment to fairness through the opinions and decisions he has issued. Each opinion showcases a dedication to upholding the principles of fairness and impartiality.
The role of the courts is to provide a forum for the resolution of legal disputes, interpret laws, and ensure that the government's actions align with the principles outlined in the Constitution. The courts ensure a system of checks and balances, promoting accountability and preventing any one branch from accumulating unchecked power.
Our system is designed to permit trained legal representation for all. As a society, we provide criminal defense for those who cannot afford it. On the civil side, a lack of understanding and financial resources often impact access to justice. Jerry Zimmerer is working with the Texas Bar Foundation and the Houston Bar Association to help improve access to the underserved populations of Texas.
Legal challenges aside, the impact of the business court and statewide court of appeals is still uncertain and will likely depend significantly on the caliber of individuals selected to serve on these courts. The quality, competence, and impartiality of the appointed judges can influence the effectiveness and reputation of these judicial bodies.
