Texas Member, State Board of Education, District 2

Member, State Board of Education: Four-year term. The fifteen-member board decides curriculum, standards, student testing, special education programs, and textbooks for Texas public schools. It also oversees the Permanent School Fund. Current annual salary: Members of the Board do not receive pay, but are reimbursed for expenses to attend meetings.

Qualifications: What training, experience and characteristics qualify you for this position?

Social Studies Curriculum: How should the K–12 social studies curriculum balance state, national, and world history to best prepare students to be responsible citizens in today’s world?

Teacher Support: How can the SBOE strengthen teacher preparation, certification, and ongoing professional development to support high-quality instruction?

Digital Education: How can the SBOE balance technology use with traditional instructional methods to best support student learning?

Religion in Public Schools: Should Christianity or any other religious beliefs be incorporated into the public school curriculum? Explain your position.

Current elected officeholder - Member, State Board of Education District 2, SBOE Committee Chairman, Previous educator experience and Masters in Engineering and working on a PhD in Engineering.
The Board voted for the broad high level topics based on feedback from our appointed content advisors. However, I have appointed all south Texas educators to the work group that will ultimately rewrite the Texas essential knowledge and skills. I trust my teachers to inform me of best practices in the field.
I currently chair the committee on school initiatives which overseas rulemaking for the state board for educator certification (SBEC). I am proud of the great working relationship I have with my counterpart Chair Streepey and in my role I have worked with SBEC to approve their final rules and provide guidance based on my interactions with teachers and constituents in the community.
The SBOE have consistently championed more "paper and pencil" instruction coupled with high quality instructional materials. However, because the state test is online local education agencies (school districts) have the freedom to use a balance as is fitting to their needs as their exercise their local control.
Any religious beliefs can be incorporated in a curriculum so long as it gives the student an accurate depiction of the knowledge and skills needed for the subject and it does not violate state law.
I also chair the ad hoc committee on mathematics instructional framework. This important subject is due for a curriculum rewrite as well as recommendations to improve teacher preparation, ongoing teacher support and cultivating and sustaining effective instructional methodologies in a classroom environment that promotes success for all students.
