Composed of 125 state representatives from districts with roughly equal populations of at least 19,000, its members are responsible for crafting and voting on legislation, helping to create a state budget, and legislative oversight over state agencies.

Personal Biography Bill was a United Methodist pastor for over 10 years. For 27 he served years as CFO for two community colleges and USD 443. Bill was involved for over a decade in the fight for Constitutional funding for the children of Kansas. While Rotary president, he led a project to establish a free dental clinic in Dodge City and later served on the board of a federally qualified health center. Bill’s wife Suzanne is a life-long English educator and served as KNEA Unit president.

My 27 years of experience as CFO for two community colleges and Dodge City USD 443 has prepared me to work with a variety of constituencies, each with their own unique agenda. My responsibilities included managing an annual operating budget of about $80 million and over $100 million in construction projects. I balanced public budgets for 27 years. My work in school administration also included finance, health insurance and benefits, school nutrition, transportation, maintenance, and facilities planning. My 14 years of involvement with School for Fair Funding has made me keenly aware of how constitutional funding is determined. My ministerial experience has given me an empathy for people, their needs, desires, hopes, and dreams.
1. I will vote against any attempt to deny women their right to bodily autonomy. 2. I will vote to expand KanCare. This would provide over 100,000 additional Kansas with health care insurance. 3. I will vote for full constitutional funding of Kansas schools.
“Gut and Go” makes following the legislative process more complex and murky. I will work toward eliminating the “Gut and Go” process by requiring bills to retain their original number so they can be tracked.

Bundling bills at the end of the session also makes transparency difficult and puts legislators in a position of having to vote for bad bills to get a good bill passed.
I believe all eligible voters should vote. Voters who want mail-in ballots should be accommodated without having to request them every year. This might be a voter whose business requires him/her to be out of town on short notice or a voter who has caregiver responsibilities for a family member who is out of town requiring unplanned travel. Many voters have been disenfranchised because of failure to change their address by the registration deadline. Same-day registration requiring proof of current address would allow these individuals to vote with a provisional ballot while maintaining election integrity.
