Houlton Charter Amendment
Shall the Houlton Town Charter Article IV, Administrative Organization Part 1, General Administration, Section 401, General Provisions, Subsection 1 be amended per Title 30-A M.R.S.A. §2104(1) as follows by deletion of the lined through portions thereof:“The following officers and boards shall be appointed by a majority vote of the members of the council: planning board, zoning board of appeals, board of assessment review, and such other boards and officers when appointment is required by state or federal law or municipal ordinance. The council may, where appropriate and where not prohibited by law, vest in the town manager all or part of the duties of any office. Such annual appointments shall be made at the organizational meeting or as soon thereafter as possible. The town manager shall appoint department heads, town clerk, town treasurer, tax collector and town attorney, assessor, general assistance administrator, subject to confirmation of the council and shall have the power to remove such appointees when necessary. All other administrative officers and employees shall be appointed or may be removed by the town manager or his authorized subordinates except as otherwise provided in this charter.”Explanation: Council recommends this amendment of the Houlton Town Charter to bring the Charter in compliance with current State of Maine Public Employee statutes.
