The Dare County Board of Education is the local governing body of the County Public School System. Its members represent districts but are elected county-wide in partisan races and serve staggered 4-year terms.The 7-member school board has 5 primary responsibilities:1. Employ the superintendent2. Establish policy3. Determine annual operating and capital budgets4. Approve student assignment boundaries5. Oversee the management of the school district’s major systems, including budget and finance, curriculum and instruction, personnel and auxiliary services
Provide the people, the tools and the atmosphere most conducive for the youth of Dare County to excel.
The most important responsibility of all school board members is to provide oversight and guidance within the school system.... Fancy words which mean each board member recognizes that we are the representatives of the people of Dare County...in regards to skills and experience I, personally, have been lucky to have had jobs in different fields. The best example was being a simple mailman in Kill Devil Hills...Like my fellow mail carriers we became a part of the fabric of Dare County... Having that grandmother (and she knows who she is) wait at her mailbox to yell at me for checking up on her the day before. She always got her mail every day. One day she didn't. I peeked in windows and did not see her. I caught up with her daughter in law and she checked on grandma.. Caring about everyone of every age is a responsibility...Caring for the best upbringing of our youth is the greatest responsibility.
First off, congratulations to the Board, the Administration, the Teachers, every single Staff Member, Parents, Students and Families...2020 has been the challenge and still is... Anyone who tells you they know for certain what will be happening next week, month, quarter or year is kidding themselves and us... Years ago I designed business forms. My customers knew i would continually come up with ideas which might help them. A customer gave me my motto: "Ya know, Charlie, one out of ten of your ideas is good. keep coming up with them." I don't have the answers, but somebody does. It could be the Superintendent, the 3rd grade student or the janitor. My action in regards to challenges is to be very open to everybody about them.. The general public needs to know what is going on within the school system. We need to be better at communicating to them...
The simple answer is pay them more so they can afford to live here...
The other answer is to find funding to build more affordable rental housing for them...The Tourism Board has spent millions to buy up and develop a site which in their own estimates will lose half a million dollars each year under the best of circumstances for years to come if they try to develop it more... Use tourism funds to build more teacher housing...I delivered mail to the teacher apartments and met some wonderful, young, eager, caring teachers. We would not have them for long if the housing was not affordable....Perhaps using tourism money is not possible under the current tourism law...Then change the law...
I believe the most important responsibility of a school board member is to make sure we offer the best education/extra curricular activities for our students while maintaining a safe environment for both students and staff. Being a Dare County Schools employee for nearly 30 years and 4 years as a school board member, I have a lot of experience on both sides - as an employee and employer. I understand the budgeting process as well as the governing body of the NC Public School system. I have also worked collaboratively with many organizations for the betterment of Dare County Schools.
The biggest challenge facing public education in Dare County and everywhere right now is Covid-19. The decisions about how to handle the many aspects of school life has been the hardest thing to work through since I have been a board member. Our administrative staff has worked tirelessly to come up with options within the path that the governor chose for North Carolina. We surveyed stakeholders to get input from the community on what option was most important to them. I agree with the survey results that the safest route for our students and staff at this time is remote learning. We will revisit this decision for the second quarter of the school year.
A priority of Dare County Schools is to recruit, train, and retain quality teachers and administrators and our Board of Education is committed to that goal. The School Administrators and Leadership Team members maintain a high quality interview process and each candidate is thoroughly vetted before being sent to BOE members for final approval. We are able to review all hires before approving and I take this opportunity to evaluate the paperwork and ask questions if needed.
