Biographical Information

What do you consider the top priority(ies) in the next municipal budget and how will you minimize impact on taxpayers? Please discuss no more than three priorities.

What do you consider the most important issue facing the municipality today and how would you address the issue if elected to office?

What is your view on consolidation of municipalities and/or sharing services with neighboring municipalities?

What would you to to promote economic development and attract businesses to the municipality?

We have hired an ineffective and expensive trash and recycling company to collect our town's waste. We need to move collection back to an in-house process, which will save the town hundreds of thousands of dollars on an annual basis. Our own Public Works employees will have more control in identifying unacceptable items placed in recycling bins, thus reducing ever-growing recycling contamination fees.
One of our largest issues is the lack of commercial revenue, which can be partially attributed to control held by the Pinelands Commission (Waterford is two thirds Wharton State Forest). I would assign myself, or my running mate, to be a liaison between our Planning Board and the Pinelands Commissioon, as we are both knowledgeable in Pinelands restrictions.
I have quite a bit of experience with the concept of shared services from my role as the Voorhees Twp. Public Works Manager. We shared leaf collection, storm drain maintenance, street sweeping, and snow removal with surrounding communities. I would implement similiar strategies in Waterford, as shared services result in substantial cost savings.
As I stated previously, I would like a direct line of contact with the Pinelands Commission. Secondly, I would increase the number of resident volunteers, as well as their diversity, to sit on a recently formed "Economic Development Committee," so that the town would have total transparency and input with the development process. A sampling of our entire community would help ensure their "buy-in" on future plans.

Our trash collection is a horrible mess. we need to look at options that are cost effective to correct this, and save money. We also need to attract new Commercial Development to improve our tax base. we need commercial and industrial business.We need to procure money from NJDOT for roadway re construction, and we need to work closely with Camden County to re construct some of the meny County Roads in our town. We also need to improve the relationship that our Township Committee has with our School District. The District has an enormous impact on our local property taxes. We need to work together to find ways to keep costs down, there by lowering our school taxes.
Finding a way to increase our tax base so taxes can be reduced. We need to attract new commercial, industrial businesses. We also need to get a better line of communication going with our residents. We also need to work on improving communications with our school district. Increase shared services,
Do not think that municipalities merging is a good idea. But I am very much interested in shared services with our neighboring towns . We already have some shared services, but need to work on more
This would be one of the most important things we could do. We need to work together with our current administration to formulate a good plan to attract new commercial and industrial business, and promote our NJ Transit train station. We need to design a plan that will not only increase our commercial and industrial tax base, but would also supply new jobs for our local economy.

1. Community Development is my top priority for Waterford Township. I recently supported hiring a Director of Community Development who I feel will be able to promote our town. We offer excellent PK-12 schools, have a low crime rate, beautiful horse farms and 10,700 very friendly citizens. By widely advertising all that we have to offer, I hope people and business owners will take a close look at our town and come join us in our beautiful part of the County. 2. Trash and re-cycling have become a big issue financially for many towns including ours. We are studying the cost of our current program and hope to have a solution that will provide better service to our citizens while reducing cost.
I think the most important issue is controlling taxes while continuing to provide the same, or better, level of services. A thorough review of the budget and operational costs must be conducted yearly to evaluate budget programs. We have completed our review and I recently supported the budget that did not raise taxes and provides the same level of services for the next fiscal year. Open discussion of the proposed budget must be made public and explained clearly and concisely to permit citizens to understand the proposed/approved budget.
I am a very big proponent of shared services with neighboring towns (or all municipalities/agencies) which will increase services and reduce costs to taxpayers. As a School Business Administrator for 38 years. I was involved, and brokered, many shared service agreements with other communities/agencies and County authorities. The result was always a plus for the school district. Presently, we are discussing with neighboring towns the establishment of a standing committee to study ways to develop shared service agreements that will benefit all of the towns. I plan to bring my past experience to this project.
See my comments above in the first question. We can't sit back anymore and watch the world go by in our town. We need to "blow our horn" and make a lot of noise so businesses and people know we are here waiting for them to join us in the lower part of the County. As they say on the Price is Right -"Come on Down" we have a great deal to offer you in Waterford Township.
1) It is expected that there will continue to be declines in the State and Federal funds that Waterford will receive for the remainder of this year and next. We have already seen declines in Educational funding. Every expenditure and service will undergo a detailed review to minimize local tax increases. We will also continue to seek out and apply for grant funding.

2) Trash Disposal Services - Waterford has experienced poor performance by the company hired to perform trash/recycling collection. In 2021, we will be having our Dept. of Public Works handle these tasks more efficiently and at significant savings to our taxpayers.

3) Former Township administrations were not 'business friendly'. Polices are now being changed to help businesse
The ability of our residents to trust that their elected officials are always acting on their best interest. 2020 Public meetings are much more topical and involved. Township Committee members now openly discuss in detail their concerns and solutions to Township issues. This policy will continue and be expanded in the future.
We share services with a number of surrounding municipalities for Construction, Zoning duties and officials. We also have mutual assistance agreements with our neighboring towns for Fire and Police duties. We are planning to develop additional shared service agreements when the need becomes apparent.
We are in the process of reviving our Economic Development Committee, revising our Economic Development Plans and cleaning up abandoned and/or contaminated properties to make our community more appealing to new business.
