Responsibilities of the office: County Commissioners in Colorado are responsible for adopting the county budget; declaring county emergencies; entering into contracts; purchasing, maintaining and selling county property; providing human services; authority for roadways, land use and zoning in unincorporated areas; developing and implementing county policy; supervision of the County Administrator and staff; and working in cooperation with other elected county officials and municipal officials within the county.Term for each seat: Four years. What are your top priorities for the county and how will you address them?

Background My family homesteaded in Elbert County Colorado in 1872. I grew up in Arapahoe County, attended the University of Arizona where I met my wife. We have lived in Park County for 41 years and raised 3 children here. I have 42 years of both large and small business experience, and 3 as a commissioner.

Currently my highest priority is to help our businesses open and people get back to work. As a county we don’t have a lot of options, but doing whatever we can is critical, and sometimes that is staying out of the way. One of my longer term goals is to continue to work on our land use regulations to simplify them and make them a little friendlier to our property owners. We need to protect our residential areas from improper land usage, but we need to allow homeowners to use their land in more ways. We started that process earlier and made some needed changes. Unfortunately we were interrupted by COVID-19. Another priority is to make sure the county stays financially sound. With the loss of revenue brought on by the COVID-19 crisis we need to look at how we do business and see if there are any areas we can improve. Much of what we do is required by the state and federal governments so I will continue to work with our representatives to ensure any new mandates are fully funded.
The main factor that governs our financial and budgeting decisions is our projected revenue. We always have more requests for funds from the various departments, so the first task is to create a revenue outlook for the upcoming budget year, and also look at possible impacts to our budget in future years. Only a portion of our revenue comes from property taxes and with that money we must fund the Sheriff’s office with the jail, Assessor’s office, Treasurer's office, Coroner and a portion of the Clerk’s office. In addition to that we fund our Building Services Department, Public Health and Health and Human services. Once we have our projected revenue, we then work with the other elected officials to determine what they feel is necessary expense vs. an expense that would be nice if we have the money available. We also factor in what type of reserve we would like to maintain. In the past the commissioners have tried to keep 25% in reserve which I feel is close to what we need.
