Responsibilities of the office: County Commissioners in Colorado are responsible for adopting the county budget; declaring county emergencies; entering into contracts; purchasing, maintaining and selling county property; providing human services; authority for roadways, land use and zoning in unincorporated areas; developing and implementing county policy; supervision of the County Administrator and staff; and working in cooperation with other elected county officials and municipal officials within the county.Term for each seat: Four years. Background Over 30 years of sworn public service. After retiring as an Army Colonel, he served on the Elizabeth School Board, the Elbert County Planning Commission, & as County Commissioner. Serves on the Statewide Transportation Advisory Council, County Insurance Pool Board, & Legislative Steering Committee.

FINANCE: My overarching goal is to continue to ensure the county has stable and predictable revenues in the years to come. We do this by: -Establishing and building stability and contingency funds.(Set aside over $5 million dollars to save for emergencies and economic downturns. This policy has ensured that we could continue to provide a stable level of services while responding to COVID-19 needs) -Establishing an investment policy.(Established an investment policy that maximizes returns while reducing risks) -Planning for Capital Replacement and Maintenance.(Developed a 5 year Capital Improvement Program to ensure taxpayer investments in facilities, roads, and equipment are maintained) - Encouraging Business Development.(Defined Economic Development Zones/Streamlined Processed)

BUDGET: Each annual budget must be: -balanced -based on long-range plans -informed by public input -sufficient to meet statutory requirements -transparent and withstand external audit -sustainable
