Responsibilities of the office: County Commissioners in Colorado are responsible for adopting the county budget; declaring county emergencies; entering into contracts; purchasing, maintaining and selling county property; providing human services; authority for roadways, land use and zoning in unincorporated areas; developing and implementing county policy; supervision of the County Administrator and staff; and working in cooperation with other elected county officials and municipal officials within the county.Term for each seat: Four years. Background Retired Air Force officer, and middle school teacher prior to my election in 2016. I grew up in a small rural town, attended the AF Academy and then returned to Colorado after retiring from the Air Force. I am a Sunday school teacher & lector at my church and am on the CO Board of Veterans Affairs.

My top priorities continue to include our primary functions of government; Public Safety, Health and Infrastructure/roads, but I will provide an emphasis to our recovery from the state's COVID-related shutdown to ensure our families and businesses are supported. I have been the lead voice in funding our roads, the timely disbursing of recovery funds for our local municipalities and businesses, and in re-opening our county. I will continue to prioritize funding and policies that benefit our residents and critical county services & roads, and aid our veterans and seniors. We are already revising the current budget, finding additional efficiencies, and utilizing reserve funds to minimize COVID impacts to El Paso County services. We've also funded grants to local businesses and expanded workforce center services for those residents in need of employment & job placement support. I will continue to listen to our residents and work with our community to meet the needs of our great county.
Pinpointing our county priorities and providing support to recovery efforts for our residents will help guide my budget recommendations for this year. Decisions I supported previously will help us during the COVID-related downturn. My recommendation to replenish and grow our emergency reserve fund three years ago will allow us to minimize cuts to our current budget and provides us some flexibility moving forward for the 2021 budget. Additional factors that will play a role in funding our core county services and recovery efforts include federal grants, and finding additional efficiencies and cost savings within our county departments. Working with the state legislature and other entities to cut red tape and reduce regulations (to reduce costs to us and businesses, etc.) will positively affect our budget. And, identifying areas with the biggest "bang for the buck" (return on investment) will be critical in my budget decision-making this year and next.
Background I've lived in dist. 4 over 40 yrs grad of Fountain Fort Carson 1975 attended El Paso Community College. Have 35+ yrs working in open pit mining/road base, NASA contracts/Armed Forces, private ind. utilizing my mechanical, electrical and civil engineering background. 18 yrs as El Paso county employee

COST vs Quality of work, contractor rating, warrenty and return to county/citizens as a cost effective project. I will apply a 'What If" to issue also. As to County Department some funding is a mandate some not in that note I will make a State NON-FUNDED PROGRAM a bottom of list issue unless it is a direct citizens Health and Safety issue then will ask State to fund it politely. In these covid-19 budget woes Will submit a resolution/request that a 2 year pay reduction of 15% to 18% OF ALL STATE AND COUNTY ELECTED OFFICES TO ENSURE NO "EMPLOYEE CUTS" i.e. the working staff the back bone of our sys. AND VERY CLOSE LOOK at what funds to be used for. Will put a list of your concerns as to what we need to make a top issue i.e. JOBS, MAINT. OF BLDG'S, ROADS, PARKS, SMART GROWTH, BEST SERVICE TO US ALSO PROVIDE TRAINING WITH COMPATIVE WAGES TO ENSURE WE RETAIN AND ENSURE WE HAVE A QUALITY EMPLOYEES WORKING FOR US. This is just the tip of the many challenging issue I look forward to resolve
