Vigo County Council District 1

The Vigo County Council is comprised of seven members, four elected from districts and three elected at-large. To ensure continuity within the Council, elections for the at-large and district positions are held two years apart. Members of Council must reside within the county and the district from which they were elected. Members elected at-large can reside anywhere within the County.Council Duties:Exclusive power of making appropriations to be paid out of the county treasury.Adoption of the annual budget after receiving estimates submitted by the various county agencies through the county auditor, subject to the modification by the State Board of Tax Commissioners.Incurring county indebtedness within the constitutional limitations.Appropriation of additional funds arising after the budget is adopted.Fixing of salaries of officers, deputies, assistants and employees whose salaries are payable from any county fund, with certain exceptions as provided by the statutes granting the Council.Salary: $13,165

If elected, my top priority will be to fulfill the core purpose of this office by carefully reviewing departmental budgets and ensuring responsible allocation of resources. I am committed to making thoughtful, strategic spending decisions that protect taxpayer dollars while maintaining the quality of essential services. Taxpayers deserve transparency, accountability, and strong oversight, and I will work diligently to ensure every dollar is spent wisely and effectively.
The use of taxpayer dollars to subsidize any individual, organization, or project must be held to the highest level of scrutiny. These funds belong to the public, and their use should deliver clear, measurable benefits to the community as a whole. While there may be circumstances where subsidies are appropriate, they should never be granted without strong safeguards in place.

Before any public funds are allocated, there should be a binding, enforceable agreement that clearly defines the expected outcomes and responsibilities of the recipient. If those commitments are not met, there must be provisions requiring repayment of the taxpayer investment. This approach ensures accountability, protects public resources, and reinforces the principle that every dollar spent should serve the public interest.
Members of the Vigo County Council are elected to represent the taxpayers—both countywide and, in district races like mine, the residents of their specific district. In that role, personal opinions should never outweigh the responsibility to reflect the will of the people. Decisions about allocating public funds are not about any one council member’s position; they are about the priorities and values of the taxpayers we serve.

My role is to be a voice for my constituents. When casting a vote—whether on school funding or any other project—I believe it should reflect their perspective, not my own. I view each vote as an extension of the taxpayers’ voice.

That said, I also bring 35 years of experience as a teacher with the VCSC, and our schools are deeply important to me. When issues arise that affect them or any other major initiative, I will actively engage with residents in my district, listen carefully to their input, and ensure their views guide my decision-making.
My vision for Vigo County is one I hope we all share: a community defined by continued improvement, steady and sustainable growth, and a high quality of life for every resident. It should be a place where people can work, worship, enjoy their time, and raise their children—and, in my case, now my grandchild—in a safe and supportive environment.

Public safety must always be our top priority. Without it, nothing else can truly thrive. Every other goal we pursue—economic development, education, infrastructure, and quality of life—depends on a strong foundation of safety.
