Kent County Levy Court District 3

Kent County Levy Court is the County government. The Levy Court is composed of seven elected Commissioners, six of whom are elected from the districts in which they reside and the seventh is elected at-large to represent the entire county. The commissioners have both legislative (policy making) and executive powers and are responsible for county finances, facilities, personnel and rural zoning. They approve an annual budget, determine tax levies, issue bonds for county capital improvement, buy and sell land and buildings, manage real and personal property, manage facilities for sewage, develop recreational and employment programs, provide ambulance service, libraries and other necessary county infrastructure.Levy Court Commissioners serve staggered 4-year terms.

I would like to continue to promote long range planning to ensure a better quality of life for all of Kent County’s citizens. As a chair of economic development for Levy Court; We have been increasing our manufacturing and job base during these difficult times. I have always taken a strong stand on supporting our community and being an active participant. The legacy I leave to my family and community is one of honor, pride, responsibility and leadership. Being re-elected by the 3rd district voters allows me to continue my promise to work for them and be their voice while upholding the obligations of my position. You’re my Boss. I work for you. It’s not about what I want.
I have a strong stable work environment. This a life long experience that began with values, principles and morals bestowed to me by my parents, the military and by being a citizen of Kent County. Since being elected as a Levy Court Commissioner my duties have been expanded to enhance my leadership qualities . After being selected by my peers, I serve on several committees with NACO ( National Association of Counties) ; of which we are a member . By serving on these committees I am able to provide information and ideas to our board members such as the Free Discount Prescription Drug Card and Dental Services. This has saved our community over 2 million dollars to our county since its inception. I have also been selected by NACO for the National Leadership Academy Course created by Retired Four Star General Colin Powell to enhance my leadership qualities to properly educate leaders and future leaders in business and government agencies.
As an immediate issue, Levy Court has stepped up to help businesses that were closed down at the start of COVID -19 by offering PPE’s to re-open and get their employees back to work . This is a continued process until COVID is resolved . We also need our community to feel safe , get all workers back to work and get our children back in school . In long term; A topic of concern is creating more jobs within our County. We want to create an environment for our residents/children to want to stay here ,with an affirmation of long term employment to support their family and community . In addition to creating more jobs there is an immediate need to support those moving here as well as those retiring here with affordable housing .Finally, after working with those affected by the recent tornado, I I have learned firsthand that our disaster plan needs to be revised . We need to be able to provide for our community in the event of natural disaster.
After working in our community during the most recent tornado disaster,I believe we need a better communication process of What, Where and How our residents can receive disaster information. I would like to hold a public forum to listen to our residents concerns. During this past devastation, Levy Court offered dumpsters to aid in the cleaning efforts, but we need more. One example would be port-a-potties be made available for those with out sewer, electric and water services ,etc I truly believe the housing shortage in Kent County is about to become more challenging with the anticipation of 200+ jobs coming. One way to do this effectively is to continue to work with the State of Delaware, with a goal of shortening their red tape requirements in homeownership as well as business start up and expansion. As your Levy Court Commissioner, I am proud to be a part of a team that has reduced the requirements for our residents and developers to achieve the American Dream.
Levy Court has been partnering with the Kent Economic Partnership in an aid to bring economic development to our county. Presently, we have 4 manufacturing companies moving to our County based on the quality of education, life and tax structure we provide. The jobs coming forth are estimated at 200 plus. This is certainly a start to creating a more solid and sound working environment for our residents.Levy Court also offers a Strategic Fund to those businesses who apply and are looking to grow their business whether it is thru a building expansion , bringing on more employees or both .
I have an active phone line and email for anyone in our district to contact me. Prior to COVID I regularly attended HOA and Civic Association meetings . Once Covid is terminated, I will look forward to attending those meetings again as well as being able too meet with our residents one on one . In addition, with the Social Media empowerment, this outlet adds an additional resource to connect. I do believe that communication has got to be key in our working relationship.

Education I graduated from Sussex Central High School in 2003.
Work Experience Ive worked mainly in the Construction industrial field for the last 11 years.
Community Involvement Ive Coached Baseball and Umpired Baseball for Camden Wyoming Little League as well for Felton Little League. I also Coached the CR Little wrestlers for 2 years.
I believe Kent County has room for growth to bring more jobs into the County . The one concern I always get is they are not enough jobs in the state and in the County as well. I believe with the proper Incentives and resources to bring outside businesses in to help the County grow with adding more jobs and promoting small businesses the County can grow .
The Qualifications I believe I have is being personable and enthusiasm to get things done. And if I don't have the answer to the problem I will go to the person or persons that I believe know the answer to get the problem or situation solved. And able to work with the other Commisioners and Legislators to come up with a plan to help our County to succeed.
I believe the most urgent issue right now is unemployment within our County overall our State with the Pandemic many Kent Countians have lost there jobs and many of our small buisnesses either struggling to reopen or not reopening at all. Which needs the County and the State immediate attention on how we can help reopen the buinesses that are still closed and how generate more buisness into the County and get our constinuets back to work that are currently still unemployed.
I believe Levy Court should discuss a plan of action with our legislators on a relief plan to help out the small buisness in the future just in case we are dealing with another Pandemic. And also come up with a disaster relief commitee that can help out the County in case of emergency situations.
Our County is rapidly growing and yes we need to grow with it by increasing transportation . Many people from outside of our sate and relocating here into our County and we as County our growing . And also give outside buinesses an incentive to want to bring there buisness into our County and why they should invest in our County .
The one thing i have learned is that some people do not know what Levy Court does in our local goverment or who or what there Comissioner does . If elected i want the constinuets to know me as there comissioner so if there is a problem that does arose they know who there Commisoner is and who to go to.
