Tippecanoe County Sheriff

The sheriff is a constitutional officer, elected for a four-year term by vote of the entire county. The sheriff is prohibited from serving more than two terms within 12 years. The sheriff’s duties, largely prescribed by statute, are as follows: To serve as conservator of the peace To serve warrants, subpoenas and other forms of process as an officer of the courts To collect delinquent state income taxes or levy upon the property of corporate or individual taxpayers for the amount due To sell mortgaged property under foreclosure proceedings and execute deeds to real estate sold under execution To serve processes for the Property Tax Assessment Board of Appeals To attend sessions of the county council and county commissioners and execute its orders Another critical statutory duty of the sheriff is to take charge of the county jail and its prisoners. The sheriff may also board prisoners, including those on federal charges or allow jail inmates who are financially responsible for a family to work in private or public employment under certain conditions. Assisting the sheriff is an advisory committee appointed by the sheriff and the judge to help carry out these functions. In addition, each county is required to have a five-member, bipartisan sheriff’s merit board. This board is created by ordinance or resolution of the county council. Members of the board are appointed by the sheriff, except for two who are elected by members of the county police force. The board administers certain police appointive functions under a merit system.

The Tippecanoe County Sheriff’s Office (TCSO) has collaborated with the Tippecanoe School Corporation (TSC) with the provision of School Resource Officers (SRO). Our SRO’S develop valuable relationships with the youth and staff, creating trust which leads to early reporting and investigating. Having a specific reporting structure where individuals feel safe to inform appropriate staff of a student in need will continue. SRO’s are instrumental in providing several types of safety programming for families such as social media safety to bullying. Building and expanding on the already impactful program will continue to be a focus when I am Sheriff.
As Jail Captain for 7 years, I worked closely with our contracted medical/mental health team as well as with our local community mental health providers to benefit people in the jail. We remain committed to training our jail staff so they can quickly identify potential medical or mental health concerns, allowing medical teams to respond as soon as possible. As Sheriff, I will continue to build connections with community mental health and medical providers who can assist in care of those in jail with programming to provide continuity of care upon arrival, during their stay and at their discharge.
Our county continues to experience growth. Staffing in the jail and on patrol needs to increase to provide adequate services. It is imperative that staff pay is comparable with other police agencies to attract stronger candidates; Continue to build relationships between officers and the community to address problems while focusing on prevention, education, and partnership. We all want a safe community where we can work, raise a family and live without fear. The role of the jail has changed from just holding inmates to meeting the demands of providing services to aid mental health and drug addictions. We will explore options to increase in-jail addiction treatment and increase mental health services
The First Amendment is important to all citizens. Everyone should be able to voice their opinions without fear of violence. As Sheriff, deputies will give the space for people to assemble lawfully not only for the participants but those with opposing views. However, if violence or destruction of property is an issue we will enforce laws to stop this type of behavior. The purpose of police presence at a protest is to maintain safety for all while people exercise their First Amendment rights.
I have seen first-hand how positive working relationships have benefited this county. I will continue to promote those relationships to ensure we have each other’s support. Having a close working relationship with our community partners, we can guide people in need to the correct resources. Currently, a monthly meeting is held with all the law enforcement agencies in our county. When I am the Sheriff, we will continue to meet. For the past 30 years, I have collaborated with most leaders from each department in the county, as well as surrounding county’s leaders. I have built working relationships with these leaders and am confident we will continue to work together
