GUILFORD COUNTY BOARD OF COMMISSIONERS DISTRICT 02

Guilford County is governed by a nine-member Board of Commissioners; elected by district and at-large to serve four-year terms. Commissioners’ terms are staggered and general elections are held in November of even-numbered years. The board sets the policy for the county, determining the strategic vision for the county, appoints a county manager, attorney and others to serve the county, adopts ordinances, including zoning, and establishes an annual budget, which includes setting the tax rate and calling bond referendums.

I've served Guilford County for more than 40 years, starting in Emergency Services. Since 2014 I've represented District 2 on the Board of Commissioners, and I chair the county's Behavioral Health Oversight Committee. I also served 12 years on the NC Building Code Council and hold national credentials in public safety. I'm a small business owner as well. That experience taught me how county services work on the ground, how to manage large budgets, and how to make hard decisions in a crisis. I make decisions based on facts and common sense, and I work for every resident, whether or not they voted for me.
Property taxes and the county budget. The state delayed our revaluation, the legislature may cap local property tax growth, and costs for schools, public safety, and state mandates keep rising. The Commission must protect taxpayers, especially seniors and families on fixed incomes, while still funding core services. That means starting from the revenue-neutral rate, justifying every added dollar, and setting clear priorities: public safety, education, behavioral health, and the responsibilities the state requires of us. Long term, growing a skilled workforce and good-paying jobs expands our tax base, easing the burden on homeowners. Getting this right affects every other issue the county faces.
Education already receives the largest share of the county budget, so the Commission's best role is to be a reliable funding partner that expects clear results. I support funding teachers, classroom needs, and school safety, and continuing the voter-approved school construction program responsibly. I will ask for transparent reporting that ties county dollars to student outcomes, such as reading proficiency, graduation rates, and career readiness, especially as enrollment changes and costs rise. When the state mandates new costs, such as salary increases, I will press Raleigh to fund them. I will continue working with the Board of Education to put dollars where they help students most.
Keep taxes competitive, keep the county safe, and make it easier to do business. Employers look for reliable public safety, a trained workforce, adequate infrastructure, and a predictable tax and permitting process. I support planning water, sewer, roads, and broadband ahead of growth, so sites are ready for jobs, and partnerships with GTCC, our universities, and employers to build workforce pipelines in skilled trades, health care, and technology. Growth should come with clear, fair rules that protect neighborhoods, private wells and septic systems, and taxpayers while welcoming balanced investment. I will also support small businesses, which make up much of our local economy, by avoiding unnecessary fees and red tape.
Focus on quality, results, and prevention. As Chair of the Behavioral Health Oversight Committee, I've seen how mental health and substance use services reduce emergency calls, ER visits, jail stays, and repeat crises by getting people to the most appropriate place for care, such as the Guilford County Behavioral Health Center. I support strengthening crisis response, expanding youth mental health services that also make our schools safer, and coordinating services among the county, hospitals, schools, and nonprofits so residents don't fall through the cracks. I will work with my fellow commissioners to fill critical staff positions, reduce wait times, and measure outcomes to fund what works for residents and taxpayers.
As a lifelong Guilford County resident, serving the people of District 2, including portions of High Point, Greensboro, Pleasant Garden and Jamestown, has been the honor of my life. My Christian faith and my family keep me grounded in that service. For more than four decades, whether responding to emergencies or voting on a county budget, my goal has been the same: keep people safe, spend taxpayers' money wisely, and serve every resident fairly.
