The 5-member Board sets the policy for the county, determining the strategic vision for the county, appoints a county manager, attorney and others to serve the county, adopts ordinances, including zoning, and establishes an annual budget, which includes setting the tax rate and calling bond referendums. Commissioners are elected at-large at the same time; all serve 4-year terms.

Position/philosophy statement I believe in limited government, controlled spending, common-sense regulation and economic growth (quality of life).
There are several important issues that will need to be addressed in the next few years. They include funding for county fire service and landfill expansion, but the most immediate issue will be revenue reductions due to the COVID-19 Pandemic.
The current funding agreement adequately addresses school needs and school growth while keeping funding relative to county revenue. I believe that our roll is to listen to the needs of our citizens and advocate for their concerns with the elected school board. Our commission currently has an excellent working relationship with the school board and I would work to continue that relationship.
I represent Onslow County on the Jacksonville-Onslow Economic Developement Partnership. Through the Partnership, we are working to bring new business and industry to Onslow County as well as assisting current businesses with expansion. The partnership is also conducting a study to determine ways that we can avoid retail leakage (purchases made outside of the county by county residents) which is estimated to cost Onslow County millions of dollars in uncollected sales taxes. The partnership has identified the need for a multi-purpose sports complex in Onslow County and will be working to find funding for such a center. Furthermore, the county is in need of an economic Developement incentive policy to address how the county may be willing to assist businesses that move to or expand in Onslow County. I am currently working to see this policy developed.
Social services currently receives a huge percentage of our county budget. Our Consolidated Human Services building that was just completed in 2017 offers a central location for clients to access all social services and human relations offerings. Social Services are supervised by an assistant county manager and operates very efficiently. At this time, I do not know of any deficiencies that are not being addressed.

Taxes are always a concerning issue for everyone and the commissioners. We are constantly looking for other sources of revenue to avoid tax increases such as a quarter-cent sales tax which has helped the county with roll-back to the citizens; two cents on the tax base, one cent to education and one cent to public safety. We are allowed and working on another quarter-cent sales tax which would be very helpful with school construction, a sports complex and in assisting with the growth of public safety costs. We are working with legislators to get this on the ballot as a referendum. The Covid-19 status is a priority as the Health Department is monitoring and providing information on a daily basis all pertinent health needs to the public while adhering to the Governor's Executive Order.
I believe in the excellence in education, fiscal sustainability and in creating a more consistent long-range budget plan. We have been working on this issue regularly and at this time have the best working relationship with the Onslow County Board of Education. Both Boards have recently signed and successfully passed a Funding Formula which is an Annual Current Expense Funding Agreement. Currently, there are two schools here in Onslow County under construction to alleviate the over-crowding situation; South Central in the Folkstone area and West Central in the Catherine Lake area. Due to Covid-19 health concerns for our children, we will do everything possible to protect their health and well-being.
The biggest challenge we have in bringing economic growth to our county is infrastructure which is interstate highways and rail. Camp Lejeune is the largest economic engine for Onslow County. We have a large retail growth here that supports many jobs and will monitor the economic development team who are making contacts through industries that would want to locate here, however, it is imperative to focus on the growth of small businesses and expanding existing businesses. Also, I will continue to strongly advocate and support our fishing and tourism industries and work with other local jurisdictions for the betterment of our community and citizens.
Our Social Services director and staff are doing an outstanding job of handling their daily operations as well as taking care of the required public needs during this extremely difficult time and responsibilities related to Covid-19.

I believe the most important issue the County Commission will have to address in the next term is helping Onslow County increase or regain its economic status. Due to COVID-19 several businesses were forced to close and citizens were left unemployed. The citizens and business owners will rely on the Commissioner’s Board and other Advisory Boards to help return to a consistent financial status that will sustain their families, businesses and the growth of the economy in Onslow County.
The Board of Commissioners of Onslow County is significant to Onslow County Board of Education. It is one of the largest percentages of income given to the board. Recently, the two boards united and set an algorithm to determine the amount of funding will be allocated to the Board of Education. When elected, I will continue to that algorithm and other funding opportunities to increase resources for teachers and students in Onslow County. Support for our teachers is an initinative that I will uphold so they can get the best resources and maintain morale.
Onslow County is to be complemented on improving the economy ensuring most citizens have jobs. I want to continue with that infrastructure by implementing larger job opportunities that will sustain our citizens and offer complete healthcare for our citizens.
Unite as a community. It is important that every citizen and organization rely on each other to meet the needs of the community in every aspect from basic necessities (hunger, housing, financial needs) to mental support, and drug addictions.

One of the most important concern that I have is the County Budget, as your County Commissioner I will work diligently and responsibly to ensure your tax dollars are being spent wisely. I will make every effort possible not to raise your County tax rate.
The two most significant issues facing Onslow County is the cost of Education/Building Adequate School Facilities, and Opioid Substance Abuse. 1. School Facilities must be built for the future not the present. We need to take a positive, proactive approach to building our school structures now where they can provide a vital service in our communities for years to come. 2. Opioid/Substance Abuse Is out of control, almost daily Onslow County is having overdoses on its streets, the leadership should be holding this issue as Public Enemy number one. As your commissioner I will work diligently a responsibly to ensure all citizens of Onslow County will have the assistance needed. This situation cannot be handled by government. It has got to be handled at community level, not your local government. I will be working with all officials in all the jurisdictions within Onslow County too combat this issue. As your County Commissioner, I am willing to work with Onslow County School System, County Department Heads, Local Municipalities, State and Federal Officials to insure a better future for all our citizens of Onslow County.

Walter Scott feels transparency requires accountability and openness, I will be available to answer questions and discuss concerns with the residents of Onslow County. I will work diligently with other leaders within Onslow County to ensure local government has a free open market environment to develop new businesses that can support the citizens of Onslow County and beyond. I believe it is a responsibility of the open government to make Onslow County attractive and have some type of incentives to bring economic development to our County. I also believe that every child deserves a good education.

Position/philosophy statement In order for us all to create a better tomorrow, we must be willing to fight for what's right in the face of adversity.
Lack of job opportunities/economic development is one of the most pressing issues Onslow County faces. The Board of Commissioners will have to continue to address this issue in the next term. Right now, our county is at tier one, making it one of the 40 most economically distressed counties in our state. In our largest city, Jacksonville, 6 in 10 workers are working low-wage jobs. We have to finds ways to not only bring more jobs to the county, but bring more jobs that pay a living wage to Onslow.
I believe the most effective role the county commission can play in improving our local schools here is ensuring that our schools are properly funded. Also acting as a partner with the board of education, to make sounds decisions related to our schools, is also an effective role county commission can play. As a commissioner, I will work with the Board of Education to ensure educators are receiving the proper support. I will push to increase supplemental pay for educators from 10% to 15%. I will also push to ensure the work conditions of our teachers and other school staff is acceptable. I will also advocate as a commissioner for salary increases for educators among our state representatives.

My plan to improve the economy of Onslow County began with working with the county officials to draft an economic study into the county to gain a better understanding on what is truly causing the economic distress and creating a plan to best address. My plan also includes working with local officials to revitalize our downtown areas through renovation projects and granting incentives to businesses that open in these areas, supporting the construction of the Onslow County sports complex, and working with state officials to improve infrastructure within our county. This includes improving our railroads as well as working to create a direct route from Onslow to I-40. I will also work to raise the minimum wage of county employees and advocate to our state representatives to raise minimum wage at the state level.

As a Commissioner, I plan to work to increases funding towards social services in the county. These services are vital to many in the county, the first part of improving the quantity and quality is by providing more funds to these departments. I also will propose the building of another branch for our Department of Social Services for those in the county that simply do not have the capacity to travel to Jacksonville. I will work to create a county public housing agency to help with our affordable housing crisis in the county as well. Our closest housing authority is East Carolina Regional Housing Authority, located in Goldsboro, and Eastern Carolina Human Services Agency is a private entity that works to help those in Onslow (and surrounding counties) secure public housing and resources. While both of these entities do good work, the residents of Onslow deserve more. The creation of a public housing agency at the county level will help us gauge how bad our public housing crisis is within Onslow, also will help us work towards building more affordable housing as well as work towards ensuring our public housing is properly managed.
