In order to create businesses and jobs along with increase a livable wage, the City needs a Convention and Business Center that attracts large industries and corporation to our region with a dedicated approach from our Convention & Visitor’s Bureau along with universities and colleges, State Department of Labor, Chamber of Commerce and the City of St. Petersburg.
The overall crime rate in the City of St. Petersburg is down. For annual year 2017, auto thefts were down 10.7 percent. The Opioid crisis is here with an average of three calls per day for drug overdose. Concerns are growing regarding human trafficking; a major bust occurred with the number of major sport events. A homeless unit (PATH) has expanded with 7 officers and social worker.
The issue of affordable housing is one of accessibility and affordability. The City must move forward with the Jordan Park Housing Development for supply; utilize investor incentives, flexible zoning, CRA and Penny for Pinellas to increase the housing stock. City programs should be publicized and barriers to use removed. More engagement of lenders is needed. A livable wage should be implemented.
" Complete Street" moves the City towards its goal of sustainability by the reduction of greenhouse gas with less cars. However, there must be a measured expansion of "Complete Streets" with the creation of multi-modal options including rapid transit, light rails, trolleys for the commuting workforce. The transportation system must be revamped with adequate designated funding.
The City should implement the Southeast Florida Regional Action Plan to address climate change issues. The upgrade of water and waste management systems should receive priority funding until five-year fix is complete, Dedicated funding could be augmented with from Penny for Pinellas. In CRA communities, tif dollars may be used. City should improve water conservation and reduce greenhouse emissions
Two issues: a livable wage and aging sewage and drainage systems. Livable wage ordnance needs to be revisited and livable wage should apply to City contracts of $100,000 or more and with 10-employee workforce, Increased wages would help cost-burdened families become homeowners along with support from lending community, and maximum use of City programs. System upgrades should be priority funding.
Top priorities: Economic Development and Affordable housing.
Targeted undeveloped parcels in shopping centers need to be redeveloped as well as the full execution of the Skyway Marina Plan: Increased investor incentives for a restaurant in Skyway Marina District. To increase housing and homeownership, the City programs should have maximum usage including CRA, lender support, and a livable wage.

(1) Entrepreneur Shadowing Program to accompany a small business owner through the sub-contractor certification process (2) sustainable economic develop, to explore an apprenticeship program led by local large developers and (3) for living wage jobs, it is recommended to support the expansion of non-traditional work force training targeting fields with a skilled work force shortage
A priority issue is the seepage of raw sewage. I’m concerned of potential health hazards due to sewage contaminating the City’s water resources. I will address this issue by continuing to support more aggressive repairs of our sewage system lines and construction of storm water overflow tanks. Unfortunately, this issue is not just happening in low-income communities or only in district 5.
I would educate myself on current housing programs and present updates if needed. I would engage businesses as resources for housing, who could also join the community as volunteer labor for housing projects. Funding can come from City reserves set aside to purchase available lots, incentive developers to construct low-income units and depending on zoning, federal dollars may be an option
I support Complete Streets and its strategies as I understand them. I support transit options that serve those without cars and reduce emissions. The City did miss a tremendous opportunity when the funding for light rail was vetoed. St. Pete should join other cities using light rail with connecting ground transportation services. The current BRT plan is expected to remove 2,000 cars off the road.
Short term – verify drainage ditches are free from debris, trees are cut away from power lines etc. City should have a plan with Duke to restore power asap. The gridlines must be current to assist servicemen from other counties to restore power quickly. Long term -possible funding sources – Weeki Wachee funds, grants related to storm water projects and the current storm water sewer budget item.
Affordable housing and the storm sewer system. The expansion of working with non-profit organizations focused on building affordable/workforce housing. Second, additional investing into the current affordable housing plan so that we can meet the needs of more residents. Also begin discussions now to increase % proposed affordable housing at Tropicana Field once the Rays have vacated the property.
My top 2 priorities (1) work with council, legislatures and county commissioners on affordable housing and (2) work on a more efficient process to increase small businesses certified with the City. My first 6 months, I plan to request additional funding of current allocations, liens waived on properties purchased by developers for construction of affordable single-family and apartment complexes.
