The city council sets the general policies of the city, which are implemented by the city manager and staff. One of council's main duties is the adoption of policies and the enactment of the city's annual budget. City council sets fiscal policies and approves all spending , whether for operations or capital items or public facility maintenance and improvements. The council also sets salaries for city employees.

Kennewick needs to grow by continuing progress on the Southridge areas, Vista field and Columbia Drive. Following the Comprehensive Plan and development of our Urban Growth Areas is also very important. As these areas grow so will Kennewick.
The obstacles are Kennewick maybe growing too fast. Kennewick lost an Arbitration on expanding to our Urban Growth Areas because we had available land. Kennewick needs to have a hard discussion on filling land within its boundary's and following the Comprehensive Plan or not. Also infrastructure cost of the other areas mentioned.
We need good planning. Our Comprehensive plan works. Kennewick needs to stick to it. It is difficult at times but good planning like making stores, gas stations and parks nearby. This will allow people to travel less and save stress on our environment by causing less pollution and clogging up roads. I think the city should consider some type of credit or offer some type of incentive for solar energy.
Infrastructure issues that are important to me are a new bridge in south Kennewick as it will connect both sides of Kennewick. Clean water facilities to keep our water clean as we expect many new residents. Also we need to keep our roads safe by spending more on maintenance.
Kennewick does not do enough to help the homeless. . I think there should be a citizens committee which would be given city funds to disperse accordingly.
Kennewick needs workers. Immigrants should be welcomed. I think we should work with our Congressman for more legal immigrants. Illegal immigrants should be left to the Federal Government to deal with.
I think a councilman should be proactive and go and speak with all residents in person. They should also address all groups to include businesses and Unions.
