Duties and Responsibilities The Mayor, elected every 2 years in odd numbered years, presides at City Council meetings and officially represents the City at special ceremonies and events. The Mayor is generally responsible for the execution of local laws. The Mayor does not have a vote at City Council meetings unless there is a tie vote. The Mayor Pro Tem, elected by a vote of the City Council, assumes all duties, powers and obligations of the office in the Mayor's absence. Together the Mayor and City Council are responsible for establishing the general policies under which the City operates. These include: Appointing the City Manager, City Attorney, City Clerk and members of various boards and commissions Enacting ordinances, resolutions and orders Reviewing the annual budget, setting the tax rate and approving the financing of all City operationsAuthorizing contracts on behalf of the City

The Seven-Point Plan: Following the shooting of Keith Lamont Scott in 2016, I created the seven-point plan. The plan was later used to craft the Charlotte City Council’s community letter that helped to create a number of initiatives designed to create public trust and inclusion, as it included calls for a Citizen Review Board reset with reorganization and subpoena power; creation of the Neighborhood Advisory Committee in each police districts; and increased investment in affordable housing. Improving affordable housing: I’ve made tremendous progress on affordable housing as I’ve helped to secure over $70 million in funding in addition to the Charlotte City Council’s recently approved $17.7 million for 8 additional projects. I’ve also worked with the Charlotte City Council to allocate nearly $2.1 million from the city’s Housing Trust Fund. Bringing jobs: During my current term, I’ve worked with corporations to bring more jobs to the city including Fortune 100 company Honeywell and more.
Simply put, I can continue the work of improving affordable housing, providing good-paying jobs, and working on transportation infrastructure. My experience living in Charlotte for the last 50 years, as a leader in public service including a career at the City of Charlotte, two terms on the Charlotte City Council and also a term as mayor has given me the background to truly understand Charlotte.
Working to secure millions of dollars to fund affordable housing is not just one of the things I’m most proud of during my time serving as Mayor, but it’s also something that will continue in a second term as we battle Charlotte’s affordable housing crisis. In addition to the nearly $100 million I’ve already helped to raise for affordable housing through various partnerships and collaborations, I realize that we cannot build our way out of the problem. For this reason, renovation and rehabilitation of existing affordable housing units is critical, and I’ve also worked with the Charlotte City Council to allocate nearly $2.1 million from the city’s Housing Trust Fund to subsidize the renovation and rehabilitation of the Sharon Oaks Apartments while continuing to explore more ways to preserve and improve current affordable housing conditions. I will also endorse and support an additional $50 million for affordable housing in 2021 while working with landlords to adjust policies.
Transportation is another important issue and area of focus for me, particularly as both the population and job opportunities continue to grow in the city. We must work to improve the affordability, reliability, timeliness and quality of city transportation because it helps to expand employment opportunities for residents as they’ll be able to commute better than current infrastructure allows. For instance, there is a need to transport residents efficiently including revamping the Charlotte Area Transit System (CATS) bus routes to get people to work and home in a reasonable timeframe. I will also work to complete the CityLYNX Gold Line and begin work on the Silver Line.
Working to identify issues causing violence and addressing the needs of our young adults will help us to keep our neighborhoods safe and our children out of the judicial system. Since becoming mayor, I’ve worked to include public safety by working to partner with Chief Putney, the Charlotte Mecklenburg Police Department and community groups in the creation of a number of community forums to hear suggestions from residents on conflict resolution, de-escalation tactics, and how to break the cycle of violence. I will also continue to fund and grow violence prevention programs that focus on diversion of young people from arrest to jobs - instead of jail - and continue summer programs focused on young people. Additionally, to address the larger issue of violence as a whole, I hope to continue working with other elected officials on the state and national level on common sense gun control and reform.
Collaboration and partnership are key. I continue to work with Mecklenburg County leaders and also look forward to working closely with our new Superintendent Earnest Winston to encourage pathways for careers for the future of our students.
During my current term, the city has been on a great track in attracting new employers, industries and jobs such as the aforementioned Honeywell, Lowe’s, the BB&T and SunTrust merger and more companies who are growing their footprint in our city. With a focus on creating more good-paying jobs, I’ve also worked to diversify the types of jobs while providing more workforce development programs. I’ve increased the number of apprenticeship programs by adding to those currently available in construction, aviation and computer training as I continue to champion career education and training in schools. All of these programs provide residents with the skills necessary to secure jobs that are coming to the city. Additionally, through partnerships with the Charlotte Regional Business Alliance and other groups, we’ve continued to level the playing field for diverse suppliers and entrepreneurs in the city.
I support the proposal, and I’m happy the residents of Charlotte will have the opportunity to make their choice by voting this fall. The arts, parks and education have an impact on educating students, recruiting new businesses and contributing to our economy with jobs. Additionally, having these options also attracts more persons interested in arts and cultural programs to our city. The arts have also been helpful in the reduction of violence amongst our youth, as organizations offer enrichment programs through local schools and programs for juvenile offenders.
