I am looking for another oppurtunity to serve the School District of Haverford Township after a successful 16 year run. Due to ideology was not successful during the 2017 election cycle. Currently the district is entering into a building phase for both Lynnewood, new building and the High School ,significant expansion. During my tenure on the board we built 2 new schools Chestnutwald, Manoa, full renovation of the Middle School, and building a state of the art Maintenance and Transportation facility. These projects were on budget and on time. Began to institute with the transporation department a bus replacement project to a clean fuel propane powered vechiles. Would like to continue on this project. Funding for Public Education is vital. In 2016 the State established a Fair Funding formula which is a start. However for this to be effective, there has to be the funding made available, as well as continous review fof the process. 30+ years Higher Ed Admin experience qualifications

1. Mentoring New and Newer Board Members. Looking ahead to what he hopes will be his sixth term on the School Board, and his second term as president of the board, Larry sees mentoring of newer board members as a key responsibility. When the new School Board convenes in 2020, it is likely that Larry will have more years of experience than all of the other members combined. He knows that a board charged with spending $117 million “of our neighbors’ money” on labor contracts, facilities, and curriculum must be collectively informed on the responsibilities and regulations governing what a local school board can do. 2. Shepherding Construction Projects. Plans are underway to build a new Lynnewood School, add 11 classrooms at the high school, and upgrade Coopertown and Chatham Park elementary schools. None of the other board members have had prior experience with school construction projects. 3. Welcoming an expanding, more diverse population of students and families.

As a licensed Civil Engineer and certified urban planner, I want to advance environmental stewardship in our school system.

My first goal will be to oversee construction and seek to incorporate sustainable and environmentally-friendly for our new school at Lynnewood and expansion of the High School. In particular, I want to evaluate the addition of rooftop solar panels as pilot programs and assess the feasibility of future expansion.

My second goal would focus on environmental initiatives at other schools. These would include conducting energy audits and improving our facilities to reduce energy costs, construct rain gardens to improve water quality and manage stormwater, and investigate food composting in our cafeterias.

Finally, I want to work with the Township to bring in additional providers of pre-K daycare and enrichment programs. The SD does not anticipate adding these programs, but proper zoning can designate appropriate locations for qualified providers.

If elected, my top three priorities are a review of the board’s current policies, evaluating our schools’ effects on climate change, and partnering with the community to brainstorm solutions for our youngest learners. I elaborate on each issue below. 1) Our district can improve some of its policies to ensure that they are best serving our students. As an as attorney, I would make sure that all of our policies are working for our students, such as exploring later start times for our older students. 2) Something that should be on everyone's mind, including school board, is climate change and what effects our policies have on our environment. If elected to the board, I would always keep environmental impacts in mind. 3) Although the school district is not legally responsible for early childhood education, if elected to the school board, I would like to be a partner with the township, the community, and early education groups to figure out what would work best for our township.

• Ensuring that the District manages the $63M of planned facility projects with cost-effective designs that will meet the schools’ long-term needs. I have worked for 20 years in facility financing and bring a unique set of qualifications to assist the District with various aspects of budgeting, funding and monitoring these projects. • Budgeting to balance the needs of the District’s growing annual operating budget and facility projects with the impact on local taxes. Our District gets over 80% of its $128M budget from local taxation. I will be a responsible steward of these funds and advocate for increased state funding. • Engaging with the community to develop broad-based solutions for the various issues that intersect with school. Beyond providing a high quality education and enriching activities, our District can also improve access to child care, promote energy efficiency and be welcoming for diverse students and staff by partnering with stakeholders throughout the township.
