County Commissioner and Commissioners Court As member of the Commissioners Court, exercises broad policy-making authority. Represents one of four precincts within the county. Typically responsible for building and maintaining county roads and bridges within the precinct. The Commissioners Court conducts the general business of the county and consists of the County Judge and four Commissioners.The Court: Adopts the county’s budget and tax rate. Approves all budgeted purchases of the county. Fills vacancies in elective and appointive offices. Sets all salaries and benefits. Has exclusive authority to authorize contracts. Provides and maintains all county buildings and facilities.

Continue what I have accomplished to assure that there are no issues between the County and City for common services like Library, EMS, Animal Control, Fire Protection and Jail; also, construction of sewer systems, developing a flood warning system, improving Center Point River Road and eliminating flooding on Hwy. 27.
There will be a water shortage. I would maximize the use of effluent water for irrigation; expedite the search for additional aquifers; incentivize the use of rainwater capture systems; explore cost effective recycling effluent water; encourage xeriscape landscaping; educate the public on water conservation; complete the Center Point sewer system.
The issues pertain to indigent health and welfare, child abuse, drugs (including Opioids) and alcohol abuse, and mental health and retardation. I will be an advocate for financially supporting CASA, Meals on Wheels, Dietert Center, Veterans’ Services Officer (I helped create), BCFS, Crisis Stabilization Unit and Family and Literacy.
As a County representative to KEDC and Kerrville 2050, assure responsible growth consistent with our excellent quality of life by realizing we should not be “San Antonio”, retaining and increasing good paying jobs, listening to citizens, assuring adequate water and roads for existing and new developments, and encouraging adequate housing.
Encouraging comments and recommendations regarding current and planned activities in Precinct 2 as provided by email in the “Moser Monthly Message”; being available 24/7 by having my office and home phone forwarded to my cell phone; communicating via social media; continue hosting “Town Hall Meetings” and participating in community ///
Use the same criteria I have used for forty years in appointing key positions: Determine the requirements for the positon; prioritize the requirements; evaluate the applicants’ capabilities; and interview the applicants to determine attitude and commitment. Hopefully, the voters will a use similar criterion in selecting the County Commissioner.

Kerr County has 600+ miles of roads currently on an 19 year maintenance plan. We need to be creative to find funding to reduce cycle years. An assessment on all buildings should be done annually and those recently vacated could be marketed to the public for possible leasing or purchase.
Our history proves Kerr County is drought prone. Policies for water conversation should be reviewed and implemented in tandem with regional and state agencies. Educational programs are key to inform the public how individuals, families and businesses can be vigilant in protecting our water sources.
Low literacy rates and children needing free or reduced lunches and weekend food supplies are top priorities. Enhanced support to non-profit organizations and school districts in the form of targeted communication and increase local, regional and state foundation partnerships is a first step.

Positive, managed growth is achieved by developing and adopting a strategic vision plan for Kerr County. The plan will work within state mandates and laws taking steps to target desirable businesses and industries along with developing a skilled workforce.
I plan to have bi-annual voting precinct meetings as standard procedure at a community gathering place open to everyone. On the first and third Monday mornings of each month I will have Mondays With Mindy in my office for constituents to discuss concerns over coffee.
Paying close attention to the job description, I will have the vacancy with job description publicized in traditional and social media outlets. Criteria for determining the best candidate includes length of time in the county, professional achievements and community involvement. A committee will be formed for interviews and recommendation.
